DISCUSSION / BACKGROUND

Department of Transportation, Maintenance and Operations Division (Transportation) recommends approving a "No Parking" zone on both sides of Wilson Boulevard from Saratoga Way to Adirondack Drive and a "No Stopping" zone on the southerly side of Buckeye Road extending from six hundred (600) feet east of the intersection with Shingle Springs Drive and a point eight hundred (800) feet west of its intersection with Shingle Springs Drive.

 

Wilson Boulevard

A no-parking survey was conducted to address parking concerns on Wilson Boulevard after the opening of Saratoga Park in the Spring of 2024.  The park's popularity created concerns for motorist and pedestrian safety as well as interference with nearby existing traffic control infrastructure. As a result, the developer installed "No Parking Any Time" signage along Wilson Boulevard from Saratoga Way to Adirondack Drive. Due to timeline conflicts between installation and acceptance of the park and enforcement efforts by the California Highway Patrol, a corresponding Engineering and Traffic Study was required for Board approval.

 

Transportation, Traffic Unit Staff conducted field visits and observations supported the "No Parking" zone on Wilson Boulevard. Findings showed vehicles parked on Wilson Boulevard would restrict the minimum sight distance, creating an unsafe condition, and would interfere with the Saratoga traffic signal detection.

 

Buckeye Road

A study for Buckeye Road was initiated in response to a letter that documented concerns about "limited public parking, outdated road infrastructure, inadequate signage, and a particularly dangerous corner at Shingle Springs and Buckeye Road." Additionally, it was noted there was "an environment where serious accidents feel inevitable" due to frequently witnessing "near-collisions, drivers passing vehicles in the drop-off line by veering into oncoming traffic, and motorists failing to stop at the stop sign when making right-hand turns onto Shingle Springs Drive."

 

Transportation staff conducted two field visits in August 2025 during morning drop-off periods between 8:00 and 8:35 AM at the intersection of Buckeye Road and Shingle Springs Drive. During the first field visit, eighty-six (86) pedestrians were observed using the crosswalk, with fifty-nine (59) traveling east and twenty-nine (29) returning west. The intersection became moderately congested during the peak with vehicles. On the second visit, twenty-seven (27) vehicles were observed parking to the north and south of Buckeye Road/Shingle Springs Drive intersection, evenly distributed between the north and south sides. A total of thirty-nine (39) pedestrians were observed crossing Buckeye Road at various locations with no marked crosswalk, often emerging from between two (2) parked vehicles. The haphazard nature of pedestrian crossings during school drop-offs in front of the school appeared to create a significant risk of pedestrian-vehicle collisions.

 

Based on California Vehicle Code, Section 22500, which allows local authorities to establish stopping, standing, or parking restrictions on County roadways, the West Slope Traffic Advisory Committee held a meeting on December 3, 2025, and voted unanimously to establish a "No Parking" zone on both sides of Wilson Boulevard from Saratoga Way to Adirondack Drive and a "No Stopping" zone on the southerly side of Buckeye Road extending from six hundred (600) feet east of the intersection with Shingle Springs Drive and a point eight hundred (800) feet west of its intersection with Shingle Springs Drive. The following is the final recommendation approved by the West Slope Traffic Advisory Committee:

 

ADD:

 

“(eh) “No Parking” on both sides of Wilson Boulevard (No. 255) from milepost 1.43 beginning at Saratoga Way (No. 217) proceeding to the south edge of the intersection with Adirondack Drive (private road) at milepost 1.28.”

 

AMEND:

 

“(bo) A “No Stopping” zone along the southerly side of Buckeye Road (No. 171) between a point 300 feet west 600 feet east of its intersection with Shingle Springs Drive (No. 1100) and a point 800 feet west of its intersection with Shingle Springs Drive (No. 1100).”

 

ALTERNATIVES

The Board could choose not to agree with the West Slope Traffic Advisory Committee's decision and not to establish parking restrictions on Wilson Boulevard or no-stopping restrictions on Buckeye Road.

FINANCIAL IMPACT

Installation of No Stopping signs on Buckeye Road is estimated at $6,000. Wilson Boulevard does not require additional signs installed. Funding to complete the work is included in the Fiscal Year 2025-26 adopted budget.
