Title

DISCUSSION / BACKGROUND:

Each county in California is required to operate an IHSS program to provide personal care and domestic services to aged, blind, or disabled individuals in their own homes. The purpose of the program is to allow individuals who are recipients of these services to live safely at home rather than in costly and less desirable out-of-home placement facilities. The IHSS PA was established by state law in 2001 and is responsible for maintaining caregiver registries, providing IHSS consumers with caregiver referrals, and providing for consumer and caregiver training.

 

In accordance with the California Welfare and Institutions Code (WIC) Section 12302.25, the El Dorado County Ordinance Code Chapter 8.78 established IHSS PA as “an entity separate and distinct from the County” (Section 8.78.050(A)(1)) and authorized the Board of Supervisors (Board) to sit as the Governing Board of the El Dorado County IHSS PA (Section 8.78.030(B)). Per ordinance, “any obligation of the Public Authority, whether statutory, contractual, or otherwise, shall be the sole obligation of the Authority and shall not be the obligation of the County” (Section 8.78.080(B)(1)). The Board has designated HHSA to administer the IHSS PA program on behalf of the County.

 

This Agreement with JUMP is to supply the BOUNDS software, a proprietary web-based platform for the management and enrollment of IHSS PA providers. JUMP is a subject matter expert in the processes and workflow for provider enrollment, in addition to being a leader in the Information Technology (IT) industry. County IHSS PA staff or IT classifications do not have the specialized requisite expertise or experience to design, develop and implement a comparable platform with the same benefits of the current platform.

 

This proposed Agreement 8725 with JUMP is a renewal of Agreement 6272, which was approved by the Board on June 14, 2022, to provide the data management software licensing to IHSS PA (Legistar file 22-0590). HHSA is recommending the Board approve Agreement 8725 with JUMP for the continued usage of the BOUNDs software to aid in the online provider enrollment process.

 

ALTERNATIVES:

Should the Board decline to approve this recommendation, IHSS PA will be unable to utilize the efficient online provider enrollment process.

FINANCIAL IMPACT:

The IHSS PA is funded through a combination of federal, state, and County General Fund revenues. The federal contribution is approximately half of total costs, the state contribution is a capped state general fund allocation, and the County General Fund covers the balance of costs. IHSS PA is budgeted to be funded in FY 2024-25 as follows: 47% Federal, 43% State, and 10% County General Fund. It is anticipated that the IHSS PA State General Fund allocation will increase in Fiscal Year 2024-25 and can be utilized for Agreement 8725. If the increased State allocation is not approved in Fiscal Year 2024-25, the department will identify savings for Agreement 8725.
