Planning and Building Department, Building Division, recommending the Board:
1) Adopt and authorize the Chair to sign Resolution 148-2024 entitled the Building Industry Advisory Committee (BIAC), superseding prior Resolution 164-2010, adopted by the Board on October 12, 2010, to revise the BIAC’s roles and responsibilities to align with the current structure and focus of the Planning and Building Department; and
2) Receive and file the Building Industry Advisory Committee Annual presentation and provide direction to the committee if necessary.

DISCUSSION/BACKGROUND
The Board of Supervisors adopted Resolution 164-1984 on November 20,1984, establishing the Building Industry Advisory Committee (BIAC). The BIAC was created to provide recommendations to Planning and Building Department (formerly the Development Services Department) and the Board of Supervisors on various matters, including code interpretations, inspections, procedures, new construction techniques, product reviews, new codes, revised fees, and other industry-related concerns.
In the summer of 2024, the BIAC discussed revising Resolution 164-2010 to align with the current Department structure. The proposed update will revise the BIAC’s role and responsibilities to align with the current structure and focus of the Planning and Building Department, ensuring the committee remains effective and aligned with departmental priorities.

PRIOR BOARD ACTION
On November 20, 1984, the Board adopted a Resolution to support the formation of the BIAC.
On February 5, 2008, Legistar File 08-0082, the Board adopted Resolution 25-0008, superseding Resolution 164-1984 to create guidelines for selection of committee members and establish duties and responsibilities for committee members.
October 12, 2010, Legistar File 10-1025, the Board adopted Resolution 164-2010, superseding Resolution 25-0008 to revise the membership categories of the BIAC.
