DISCUSSION / BACKGROUND

The Meyers Roundabout Public Art Project is a collaborative effort to install public artwork within two state-owned roundabouts located in Meyers along U.S. Highway 50. The roundabout is within Caltrans right-of-way, and any artwork installed within the state transportation system must comply with Caltrans’ Public Art Program requirements and receive Caltrans approval.

 

Under the Caltrans process, the County serves as the local agency responsible for administering the agreements necessary to facilitate the design, fabrication, installation, and long-term maintenance of the artwork. Although the County is the contracting agency, the artwork will be funded entirely through private fundraising and in-kind contributions coordinated by Arts and Culture El Dorado (ACED). The County will not contribute funding toward the artwork. Upon installation and acceptance by Caltrans, ownership of the artwork will transfer to Caltrans in accordance with Caltrans’ Public Art Program requirements.

 

To implement the project, an agreement between the County and Arts and Culture El Dorado to establish ACED’s responsibilities for fundraising, project coordination, installation, and ongoing maintenance of the artwork.

 

Execution of this agreement will allow the Project to proceed in accordance with Caltrans’ Public Art Program. Following execution of the agreement, ACED will solicit proposals from local artists for potential artwork designs. The Department of Transportation will return to the Board for consideration and final approval of the selected artwork prior to installation.

 

ALTERNATIVES

The Board could choose not to approve the agreement. Transportation would make changes as requested and return to the Board for approval.

FINANCIAL IMPACT

There is no funding associated with this contract. All funding for the artwork and maintenance will be coordinated through Arts and Culture El Dorado. There is no change to net county cost

  

CLERK OF THE BOARD FOLLOW UP ACTIONS

The Clerk of the Board will obtain the Chair’s signature on two (2) originals of the Agreement.
