DISCUSSION / BACKGROUND
On July 16, 2024 (Legistar file 24-0898), the Board adopted Resolution 111-2024 creating SEED as well as SEED Bylaws. In the resolution in Article II - Roles and Responsibilities Section B.1, one of the responsibilities of SEED focused on creating an economic development strategic plan.
At the August 26, 2025 (Legistar file 25-1332) Board meeting, the Board received a presentation on the Economic Strategy developed by SEED and provided feedback and direction regarding implementation of the Economic Strategy.
The Board further directed the Budget Ad Hoc Committee to meet with staff and an Ad Hoc of SEED to further discuss next steps and a work plan to implement the strategy. To move forward with SEED’s participation, it is necessary to update the Resolution for SEED and specifically clarify SEED’s roles and responsibilities now that the Economic Strategy has been completed.
Based on feedback from the Budget Ad Hoc committee, the Resolution was revised and shared with SEED members. At their October 16, 2025 meeting, SEED unanimously approved the draft and recommends that the Board approve the Resolution.
ALTERNATIVES
The Board may choose not to approve the revised SEED Resolution. SEED members would not be able to work on developing a work plan to implement the economic strategy.
PRIOR BOARD ACTION
July 16, 2024 (Legistar file 24-0898), the Board of Supervisors approved Resolution 111-2024 forming the Strategic Economic Enhancement Development (SEED) committee
April 1, 2025 (Legistar file 25-0516), the Board approved updates to the current Countywide Strategic Plan that included a goal of developing an Economic Development Strategic Plan.
August 26, 2025 (Legistar file 25-1332), the Board of Supervisors received a presentation on the Economic Strategy developed by SEED and provided feedback and direction regarding implementation of the Economic Strategy.
