Sheriff's Office recommending the Board:
1) Make findings in accordance with Procurement Policy C-17 Section 3.6(E) to exempt the acquisition of Dell PowerEdge Storage Area Network for VMware servers and storage from the competitive bidding process because a competitively bid contract with another public agency is available;
2) Authorize the use of competitively bid National Association of State Procurement Officials (NASPO) Agreement 23026 between Dell Marketing L.P. and the State of Minnesota, with California Department of General Services Participating Addendum 7-23-70-55-01 for the acquisition of Dell PowerEdge Storage Area Network for VMware servers and storage for the South Lake Tahoe Jail;
3) Approve and authorize the Purchasing Agent to issue a Purchase Order to reseller Sidepath, Inc, under NASPO Agreement 23026 between Dell Marketing L.P. and the State of Minnesota, with California Department of General Services Participating Addendum 7-23-70-55-01, in an amount up to $150,000 for the purchase of Dell PowerEdge servers and storage;
4) Authorize the Purchasing Agent to sign Sidepath Quote SIDQ61097-03; and
5) Authorize the Purchasing Agent to increase the purchase order on an as-needed basis during the awarded period as long as funding is available within the department's budget.

DISCUSSION / BACKGROUND
Law enforcement operations rely on highly available, secure, and resilient server infrastructure to support the day-to-day operational systems. A portion of the current server environment has reached, or is approaching, end-of-life and end-of-vendor-support status and it’s necessary to replace end-of-life servers with modern, vendor-supported infrastructure that will provide improved performance, capacity, and resilience. The Dell PowerEdge servers and storage host our critical servers and services. These servers act as a critical part to the infrastructure. It will allow the Sheriff’s Office to continue to provide uninterrupted public services to the community.
The Sheriff’s Office would like to purchase the Dell PowerEdge servers and storage through the competitively bid NASPO Agreement 23026 between Dell Marketing L.P. and the State of Minnesota, with California Department of General Services Participating Addendum 7-23-70-55-0.
ALTERNATIVES
The Board could request staff look for alternate purchase options, which would delay the renewal of VMware coverage and jeopardize network platform stability and security.
PRIOR BOARD ACTION
Legistar file 26-0197 - February 10, 2026 - The Board authorized the Purchasing Agent to utilize the same NASPO Agreement and Participating Addendum for the purchase of equipment for the Placerville Jail.

FINANCIAL IMPACT
There is no change to Net County Cost associated with this item. The purchase will be funded with the Custody Services Special Revenue Fund and has been included in the Sheriff’s Office Fiscal Year 2026-27 budget.
