DISCUSSION / BACKGROUND:
HHSA’s Fall Prevention program is a supportive service authorized under the Federal Older Americans Act (OAA). The program provides assessments, home modifications, safety equipment, and other services to enable older adults to continue to age in place within their homes.
On June 20, 2023, the Board approved and adopted Resolution 088-2023, approving Authorized Personnel Allocations for Fiscal Year 2023-24 (Legistar file 23-1154). The Personnel Allocation Resolution 088-2023 included the approval of the expiration dates of all County limited term allocations. In accordance with Section 1105 of the County of El Dorado Personnel Rules, a limited term appointment is an at-will appointment in the unclassified service made to an approved limited term allocation which has a fixed expiration date. The Fall Prevention Program has a limited term allocated position under the Resolution 088-2023 (0.5 FTE Program Assistant). This position is funded by the California Department of Aging Older Adult Rescue & Recovery Act (OARR) grant which expires September 30, 2024, and an extension was approved by the Board on December 12, 2023, to allow the limited term position expiration to coincide with the end of the OARR grant term (Legistar file 23-2054).
HHSA has secured funding to continue the Fall Prevention Program through CDA MOCA Funding Agreement #OM-2223-29 through March 31, 2026. The MOCA funding also includes a 0.5 FTE Program Assistant in the Senior Volunteer Development program to assist with the volunteer needs primarily in the Senior Nutrition Program.
In this Personnel Allocation request, HHSA is requesting the extension of the 0.5 FTE Limited Term Program Assistant to continue Fall Prevention services effective through March 31, 2026, with the expiration date of the personnel allocation to coincide with the end date of the MOCA funding agreement.
The 0.5 FTE Limited Term Program Assistant allocation extension will focus on providing Fall Prevention services and equipment to help older adults safely remain in their homes.
Working closely with the County Human Resources Department, HHSA has developed the attached County Counsel approved Personnel Allocation Resolution.
ALTERNATIVES:
Should the Board decline to approve this recommendation, the Fall Prevention Services currently provided through the 0.5 FTE Limited Term Program Assistant would discontinue on September 30, 2024, and the MOCA funding available for Aging in Place would not be fully expended.

FINANCIAL IMPACT:
There are sufficient appropriations in the Fiscal Year 2024-25 Budget to cover the extension of this position and will be included in future budgets.

1) Obtain signature of Chair on Resolution, if approved.
2) If signed, provide one certified Resolution to HHSA-Contracts at 3057 Briw Rd and one certified Resolution to Human Resources at 330 Fair Lane.
