Health and Human Services Agency (HHSA) recommending the Board:
1) Make findings that the provision of a Nourishing Food Pantry provided by Contractor are in the public's best interest and that the work is with or among other governmental agencies in accordance with El Dorado County Ordinance Code, Chapter 3.13.030(E);
2) Approve and authorize the Chair to sign Amendment I to Funding Out Agreement 6865 with Los Rios Community College District, Folsom Lake College - El Dorado Center, which updates standard contract articles and extends the term by three months, for a new term of November 3, 2022, through December 31, 2023, with no change to the maximum obligation;
3) Authorize the Purchasing Agent to execute amendments relating to Agreement 6865, contingent upon approval by County Counsel and Risk Management, which do not increase the maximum dollar amount or term of the Agreement; and
4) Authorize the HHSA Director, or the Chief Assistant Director, to execute programmatic, administrative, and fiscal documents relating to Agreement 6865.

DISCUSSION / BACKGROUND:
On October 1, 2019, HHSA Public Health Division (PHD) received funding through the CDPH Grant 19-10372 to implement the CalFresh Healthy Living Program in the County with the purpose of providing Supplemental Nutrition Assistance Program-Education (SNAP-Ed) allowable nutrition education and obesity prevention activities and interventions for low-income Californians under the CalFresh Healthy Living Program. Under this Grant Agreement, HHSA PHD was awarded a total of $637,500 and can expend these funds on the County’s SNAP-Ed Program through September 30, 2023.
In determining the population to be served through this funding, HHSA Public Health identified that families of students attending Folsom Lake College, specifically those attending the El Dorado Center often struggle with food insecurity. This information stems from the "Food Insecurity Rate" data presented by the WELL DORADO website, an online resource focused on community health and well-being. Welldorado.org serves as a platform where both community members and policymakers can access well-rounded insights on various subjects including local health, promising practices, news updates, and upcoming community events. This data reflects that an astounding 59% of students attending Folsom Lake College qualify for the California College Promise Grant, denoting their eligibility for SNAP-Ed benefits. Addressing the nutritional needs of the County’s most susceptible families associated with Los Rios Community College(s) stands as a paramount concern within the Los Rios District. HHSA determined that sub-awarding these funds to Los Rios Community College District, Folsom Lake College - El Dorado Center to assist families of students facing food insecurities fulfilled the grant’s goals and allowed the County to provide support to these residents in the community.
Subsequently, On October 25, 2022, the Board of Supervisors (Board) approved and authorized the Chair to sign Funding Out Agreement 6865 with Los Rios Community College District, Folsom Lake College - El Dorado Center, in the amount of $15,000, and for the term of execution through September 30, 2023 (File 22-0576). Under this Agreement, the Los Rios Community College District, Folsom Lake College - El Dorado Center allocates financial resources to establish a Nourishing Food Pantry on the campus, tailored to assist those facing food insufficiency. This Agreement is designed to cover the initial expenses of setting up the food pantry, encompassing requisites such as shelving conforming to grocery store standards for secure food storage, a refrigeration and freezing unit for perishables, a laptop for inventory management, reusable shopping bags featuring the food pantry and CalFresh logos, and any other essentials necessary for the effective and safe functioning of the food pantry.
The El Dorado Center also intends to incorporate the Nourishing Food Pantry curriculum, which includes rudimentary nutrition education workshops. El Dorado County SNAP-Ed personnel will provide training on this curriculum to Los Rios District students, enabling them to develop greater self-sufficiency in the future.
The purpose of this Board Item is to present Amendment I to Agreement 6865, which extends the term date from September 30, 2023, to December 31, 2023. These actions are necessary for the County to fulfill its obligations under the CDPH grant funding.
ALTERNATIVES:
Should the Board decline to approve this Amendment I to Funding Out Agreement 6865, HHSA would be unable to extend the Agreement and would have to discontinue the Nourishing Food Program funding to the Folsom Lake College - El Dorado Center campus and would need to return the unused grant funds to CDPH.

FINANCIAL IMPACT:
There is no Net County Cost associated with this Agenda item. Sufficient appropriations were included in the Fiscal Year 2023-24 Budget, and will be included in future budgets for the term of the Agreement.
