Background:

The Human Resources Department, Risk Management Division has contracted with Sutter Medical Foundation to provide pre-employment (post-offer) physical examinations, hazardous material personnel evaluations, respirator fit testing, fitness-for-duty examinations, and drug and alcohol screenings for County employees and prospective employees on an as needed basis.  The Procurement and Contracts Division has processed Amendment III to the subject agreement.

 

In accordance with Board of Supervisors Policy C-17, Section 7.4.2, the Purchasing Agent concurs with the department's request to amend this agreement.  The amendment calls for clarification of various medical tests performed and related billing rates, a six (6) month term extension, and increases the amount of the contract by $90,000.00 for a total not to exceed of $487,000.00.   The scope of work under the current contract with Sutter Medical Foundation is limited to medical testing only. The Risk Management Division currently has another contract in place with Occu-Med that provides for them to manage the employee medical testing process with Sutter, to review the medical results, and to make recommendations to the County as a result of its findings.  The six (6) month term extension with Sutter Medical Foundation is necessary in order for Risk Management to make the final transition to Occu-Med which will occur when the existing contract with Occu-Med is renewed later this calendar year.  The Purchasing Agent has determined that it is more appropriate to amend the existing agreement versus initiating a new one.

 

The Purchasing Agent has coordinated the review of the contractor's qualifications to perform the needed services with Troy Brown, Administrative Services Manager with the City of Elk Grove. The Purchasing Agent concurs that Sutter Medical Foundation has demonstrated its ability to perform the work based on prior experience with this contractor, qualifications of the contractor's personnel assigned, and the availability of the consultant to perform the services.  Additionally, the City of Elk Grove also contracts with this firm for similar services. 

 

The Procurement and Contracts Division solicited competitive proposals for pre-employment and post-employment medical testing in 2002 and Sutter Medical Foundation was selected as the successful proposer at that time.  While the competitive process used has expired, the amendment calls for a limited term extension and the Purchasing Agent has advised Risk Management that a new competitive process will need to be initiated within twenty four months of the contract amendment with Occu-Med to assume the additional responsibilities of Sutter Medical Foundation.

 

The County Purchasing Agent has reviewed the Department's request to contract with Sutter Medical Foundation and concurs that the continued use of this contractor is appropriate and that the Department's request is in compliance with Board of Supervisors Policy C-17, Sections 7.4.2, 7.5, and 7.10.

 

Contract is in the process of being signed by Sutter Medical Foundation and will be returned to County by agenda date.

 

Action to be taken following Board approval:

The Board Clerk will return the fully executed amendment to Human Resources for distribution and administration.
