Health Services Department, Mental Health Division, recommending the Board authorize the Chair to sign Amendment I to Agreement 675-S0911 with Milhous Children's Services, Inc. increasing the compensation amount by $75,000 to $175,000 to provide specialty mental health services for seriously emotionally disturbed minors on an as-requested basis for said Department.
FUNDING: Funding is provided by Medi-Cal/Early and Periodic Screening, Diagnosis and Treatment (EPSDT), SB 163 and Realignment, as determined by the funding sources available and appropriate for each youth placed in this facility.

Fiscal Impact/Change to Net County Cost: The amount of this Amendment is $75,000 for a total contract amount of $175,000. The Mental Health Division is responsible for paying the contract provider the total amount due for specialty mental health services and subsequently billing the State for Medi-Cal/EPSDT reimbursement. Year to date, the clients at Milhous have been 95% Medi-Cal eligible and the reimbursement rate for Medi-Cal/EPSDT is approximately 93%. Any amounts not reimbursed by Medi-Cal/EPSDT are currently funded by Realignment. The FY 2009/10 budget for contract providers is sufficient to allow the increase for this provider (as there are projected savings related to other contract providers that will offset this increase). There is no Net County Cost associated with this Agreement.
Reason for Recommendation: Milhous Children's Services is a Level 14 Group Home (i.e. the highest level), and provides support and supervision 24 hours per day. Clients are placed through Department of Human Services and the funding for residential services is provided under a separate agreement between the vendor and the Department of Human Services. This contract provides reimbursement for specialty mental health services to youth placed in this facility. Specialty mental health services provided under this agreement include Day Treatment Intensive, Medication Support, Therapeutic Behavioral Services, Crisis Intervention, as well as individual and family therapy. An increase in the not-to-exceed amount is needed due to higher than expected use of this group home.
The contract Amendment will allow the Department to continue providing the mental health services needed for emotionally disturbed youth in the County.
This Agreement covers the period July 1, 2009 through June 30, 2010.
Action to be taken following Board approval:
1. Chairman to sign two (2) original Amendments.
2. Board Clerk's Office to return one (1) original Amendment to the Health Services Department, Mental Health Division.
3. Mental Health Division to distribute as appropriate.
