Fiscal Impact/Change to Net County Cost:
The current engineer's estimate for the construction phase of this project is estimated at $945,000, which includes an estimated bid of $690,000, supplemental items at $69,000, construction management and materials testing at $117,000, and a contingency of $69,000.
 
Background:
On April 29, 2008, the Board approved the Marshall Road Roadway Improvements Project's Plans and Specifications and authorized the Department to advertise for construction bids, with the bid opening scheduled for June 19, 2008.
 
Reason for Recommendation:
The Department is scheduled to open bids for this Project on June 19, 2008. The Department will inform the Board via hardcopy letter to identify the lowest responsive, responsible bidder for the Project.
 
This is an operational and safety project, aimed at improving the safety of vehicles on Marshall Road, the main route connecting Hwy 49 with the communitites of Garden Valley and Georgetown. This section of Marshall Road features a compound curve with both structural pavement failures and unpaved shoulders, where traffic accidents have resulted in a higher than average traffic accident rate. This project is included in the Department's Five-year Capital Improvement Program, which was approved by your Board in February, 2008.
 
Construction will require a detour of Marshall Road onto Prospector Road for approximately six (6) weeks for stage construction. Residents living within the detour area on Marshall Road will be provided access at all times.
 
The proposed improvements required no acquisitions of new permanent County Right of Way (R/W), but do require permits to enter for three (3) adjacent parcels for construction staking. Agreements for R/W permits have been reached with all three (3) parcels.
 
The project has an approved CEQA/NEPA programmatic categorical exclusion, approved in March 2008 and the completed and approved Construction Authorization federal funding forms, High Risk Rural Roads (HR#) has been received from Caltrans.
 
Action to be taken following Board approval:
1. Award the Construction Contract work for the Marshall Road Roadway Improvement Project to the lowest responsive, responsible bidder subject to review and approval from County Counsel and Risk Management.
2. Authorize the Board Chairman to sign the Contract Agreement between the County of El Dorado and the lowest responsive, responsible bidder subject to review and approval of the final contract documents by County Counsel and Risk Management.
