Fiscal Impact/Change to Net County Cost: Funding for the project is included in the FY 06/07 Placerville Airport Budget.  The Federal Aviation Administration will fund $585,138.25 through grant # 03-06-0188-08. New Faze Development will fund $880,240.00 per Memorandum of Understanding between the County and New Faze Development executed in January 2007. The remaining 5%, or $30,796.75 will be funded through the Placerville Airport Enterprise Fund.
 
Background: This project serves to remove an airway obstruction at the east end of the runway and provides the initial phase of work for the development of a new hanger area to be located on the northeast end of the airport property. The project also provides for the construction of a service road from the existing airport parking lot apron to the the new northeast hanger area, together with an emergency access road to a proposed subdivision, Astonia Estates, located north of the airport. The developer of the subdivision, New Faze Development, has agreed to pay for the design and construction of the emergency access road and that portion of the airport service road extending from the subdivision to the existing airport parking lot apron.
 
Reason for Recommendation: On January 9, 2007, Item 31, the Board approved Bid Document #07-968-087, Placerville Airport Obstruction Removal Grading, Taxilane Paving, Service and Emergency Access Road Construction.
 
The Department received eight (8) qualified bid responses ranging from the low bid of $1,639,235.00 to a high bid of $2,507,464.
 
General Services is requesting that the Board award the bid to Ford Construction and authorize staff to proceed with an agreement in the amount of $1,496,175.00.  This amount is $143,060 less than the low base bid of $1,639,235 submitted by Ford Construction.  An adjustment of this nature was identified as a possibility in the Bid Documents.  This decrease in the contract amount will result in a reduction in the pavement component of the project.
 
Action to be taken following Board approval:
1. General Services will route the final contract, bonds and insurance documents to County Council and Risk Management for review and approval;
2. General Services will forward the final contract documents to the Board Clerk for the Board Chairman's signature; and
3. Upon receipt of a fully executed contract, General Services will issue a notice to Proceed with the Contractor.
