Title

DISCUSSION / BACKGROUND

The Health and Human Services Agency (HHSA) is a recipient of Mental Health Block Grant (MHBG) funds via the Substance Abuse and Mental Health Services Administration (SAMHSA) and the Center for Mental Health Services. The proposed allocation for the fiscal year 2019-2020 MHBG is $427,117, and it must be spent in accordance with Public Law (PL) 102-321(Block Grants to States Regarding Mental Health & Substance Abuse) and PL 106-310 (Children’s Health Act of 2000).  HHSA will use the proposed allocation to provide Dialectical Behavior Therapy (DBT) at high schools and First Episode Psychosis (FEP) services, supporting the NAVIGATE Model, to eligible youth on the County’s West Slope.

 

In order to comply with federal procurement requirements, a Request for Proposals (RFP) was published on October 23, 2019, to solicit vendors capable of providing the DBT and FEP services. A proposal from Sierra Child and Family Services was the only proposal received in response to the RFP.

 

This Agreement with Sierra Child and Family Services, Inc. (SCFS) is for the provision of school and community- based Dialectical Behavior Therapy (DBT) and Transitional Age Youth First Episode Psychosis (FEP) services on the West Slope of El Dorado County (County).  SCFS currently has space reserved in several West Slope high schools to conduct other mental health services; therefore, SCFS is easily able to provide these additional services. 

 

SCFS is a community partner that has contracted with the County since 2006.  Their mission is to provide excellent mental health, foster, and adoptive services for children and families.  Their experience and ongoing collaboration with the County will provide eligible children and youth easy access to DBT and FEP services. 

 

ALTERNATIVES

Should the Board decline to approve this recommendation, HHSA will be out-of-compliance with fiscal year 2019-20 MHBG due to limited HHSA staff availability to provide said services.

FINANCIAL IMPACT

There is no Net County Cost associated with this Agenda item.  This item will be funded with Mental Health Services Block Grant funding.  Sufficient appropriations were included in the fiscal year 2019-2020 budget.

1) Clerk of the Board to obtain signature of Chair on two (2) original Agreements for Services 4342.

2) Clerk of the Board to return one (1) fully executed Agreement to HHSA Contracts Unit at 3057 Briw Road.
