DISCUSSION / BACKGROUND

The Surveyor’s Office requested a classification study for a position currently allocated to an Assistant in Land Surveying. Over time, the position allocated to Assistant in Land Surveying has taken on an increasingly complex set of responsibilities and workload. These enhanced duties include preparation and certification of Records of Survey and Parcel Maps under State and County laws, resolution of complex boundary discrepancies, unit leadership, and technical quality-assurance reviews whose accuracy is critical to avoiding legal and financial liability for the County.

 

Human Resources reviewed the role under Personnel Rule 506.2 and confirmed that these evolving duties carry greater organizational impact and involve a higher consequence of error than the Assistant level. Under Rule 506.3, HR determined that although other higher-level staff can perform this work independently and hold Professional Land Surveyor licenses, their current assignments fully occupy their capacity and cannot absorb this additional scope of work and professional and technical duties. The incumbent also meets the minimum qualifications for Associate Land Surveyor as required by Personnel Rule 507.1.

 

Because the responsibilities, complexity, and legal authority now align with the Associate Land Surveyor classification, and to ensure uninterrupted service delivery, it is appropriate for the Board to waive competitive examination and directly appoint the incumbent to the reclassified position in accordance with Personnel Rule 507.1.2.

 

ALTERNATIVES

The Board could choose not to approve the recommendations and direct Human Resources to make revisions or conduct additional analysis.

FINANCIAL IMPACT

The approximate annual cost of the upward reclassification is $10,064 with the cost for the remainder of FY 2025-26 totaling approximately $8,106 and will be added to the department's FY 2025-26 Adopted Budget request.
