Human Services Department recommending adoption of Resolution 295-2008 authorizing the Chairman to sign Amendment 1 to Contract No. 08B-5458 with the California Department of Community Services and Development, increasing the maximum grant amount by $645 to $623,996, for the term January 1, 2008 through December 31, 2008 for the provision of Low-Income Home Energy Assistance Program (LIHEAP) services to eligible residents of El Dorado and Alpine Counties; and further authorizing the Director of said Department to continue to administer Contract No. 08B-5458 as amended and execute subsequent documents relating to the Contract, including amendments thereto, contingent upon approval of County Counsel and Risk Management, that do not affect the dollar amount or the term, and any subsequent required fiscal and programmatic reports.
RECOMMENDED ACTION: Approve.

Fiscal Impact/Change to Net County Cost: No change.
A portion of the funds payable by the State to El Dorado County under this Contract were budgeted for FY 2007-08, and the remainder, including the anticipated $645.00 increase, is budgeted for FY 2008-09.
Reason for Recommendation:
On March 11, 2008 the Board adopted Resolution No. 55-2008 authorizing execution of Contract No. 08B-5458 in the amount of $623,351 with the California Department of Community Services and Development (CSD) for the provision of LIHEAP services during the term January 1, 2008 through December 31, 2008. Amendment 1 to Contract No. 08B-5458 provides an additional $645 which represents El Dorado County's share of the remaining appropriated funds from the U.S. Department of Health and Human Services to California for the FY 2008 LIHEAP program. The Amendment also incorporates adjustments to certain reimbursement rates for Weatherization Services detailed in the attached notification letter from the California Department of Community Services and Development. LIHEAP services have historically been in great demand, and high energy costs render them even more critical to the many frail, vulnerable residents on fixed incomes who access these services. County Counsel and Risk Management have approved this contract amendment. The Blue Route, Resolution, original Contract, Amendment 1 and Notification Letter are attached and on file with the Board Clerk.
Action to be taken following Board approval:
Board Clerk to provide Human Services, Community Services Division, at Briw Road, with three (3) certified resolutions and four (4) copies of Amendment 1 to Contract No. 08B-5458 signed by the Chairman.
Human Services to distribute as appropriate and return one fully executed Contract to the Board Clerk.
