Sheriff’s Office recommending the Board:
1) Make findings in accordance with Ordinance 3.13.030(b) that the services provided by the Contractor are in the best interest of the public and that there are specialty skills, qualifications, and equipment not expressly identified in County classifications involved in the performance of the work;
2) Make findings in accordance with Procurement Policy C-17 Section 3.4.4 exempting the work from the competitive bidding process for Agreement 7125 because the procurement is utilizing a competitively bid contract with another public agency;
3) Approve and authorize the Chair to sign Amendment IV to Agreement 7125, increasing the amount by $600,000 to a total amount of $2,000,000, extending the term of the Agreement by 8 months for a total revised term of January 28, 2023 through September 30th, 2026, and to reflect the name change from Stommel Inc. dba Lehr Auto Electric to LEHR Upfitters Opco LLC dba Lehr, for parts and labor associated with tear down and build up services for vehicles; and
4) Authorize the Purchasing Agent to execute amendments relating to Agreement 7125, contingent upon approval by County Counsel and Risk Management, which do not increase the maximum dollar amount or term of the Agreement.

DISCUSSION / BACKGROUND
In 2019, the Sheriff’s Office explored various options in terms of vehicle services for various types of vehicles after the contract with Lehr Auto Electric expired in October 2019. In the past, competitive procurements had been performed and Lehr was consistently awarded the contract with the County.
Prior to the expiration of the 2019 contract, it was determined that Placer County also held a contract with Lehr Auto Electric and had gone through the necessary procurement steps to ensure this agreement was economically feasible. County’s Procurement Policy C-17, Section 3.4.4 provides an exemption from bidding when a contract is available through another public agency as a result of a competitive bid done by that agency. With the assistance of Procurements and Contracts, the Sheriff’s Office determined that the contract between Lehr Auto Electric and Placer County was a suitable, competitively procured option.
On January 24, 2023, with Legistar file 23-0104, the Board approved and signed Agreement 7125 with Stommel, Inc., doing business as Lehr Auto Electric, utilizing a contract that existed between Placer County and Lehr Auto Electric.
On October 8, 2024, with Legistar file 24-1474, the Board approved and signed Amendment I adding updated exhibits C, D & E to include the Whelen Automotive List Price and Setina and Havis Price lists, relating to MSRP pricing for parts which is updated yearly.
On May 21, 2025, Amendment II was signed by the Purchasing Agent adding amended exhibits C, D, E, and new F and G, relating to MSRP pricing for parts which is updated yearly.
On July 22, 2025, with Legistar file 25-0765, the Board approved and signed Amendment III increasing compensation to $1,400,000.
Agreement 7125 is for parts and labor associated with tear down and build up services for vehicles.
Amendment IV to Agreement 7125 will increase the amount by $600,000 to $2,000,000, extend the term to September 30th, 2026 to mirror that of Placer County's agreement, and change the name from Stommel Inc. dba Lehr Auto Electric to LEHR Upfitters Opco LLC dba Lehr. This action is being requested to ensure that there are sufficient funds for Lehr to continue the tear down and build up services for vehicles for the remainder of the term of this agreement, while also updating the Agreement to reflect the Company's name change.

FINANCIAL IMPACT
There is no increase to Net County Cost as the expenses associated with the contract are included in the Sheriff's FY 2025-26 budget and will be requested in future year's budgets.
