Title

Health and Human Services Agency (HHSA) recommending the Board:

3) Appoint Timalynn Jaynes, HHSA Assistant Director of Human Services, as the Primary County Representative on the EDOK CoC Board, effective December 1, 2023, with no stated end date for said appointment term;

4) Appoint Supervisor Parlin to serve as the Alternate County Representative on the EDOK CoC Board, effective December 1, 2023, through February 4, 2024; and

5) Authorize the Housing and Homelessness Programs Ad Hoc Committee to determine future County Representative appointments to the EDOK CoC Board.

DISCUSSION / BACKGROUND:

The CoC Program, which is facilitated through the Department of Housing and Urban Development (HUD), is designed to promote a community-wide commitment to the goal of ending homelessness and provide funding for efforts by nonprofit providers, States, and local governments to quickly rehouse homeless individuals and families. HUD requires local communities that seek to receive federal homelessness assistance funds to maintain a CoC that meets federal regulations. CoCs that meet HUD requirements are local planning bodies that help to coordinate the community’s policies, strategies, and activities to prevent and reduce homelessness. There are 44 CoCs in the State of California and over 400 CoCs nationwide. In El Dorado County, the local CoC is called El Dorado Opportunity Knocks (EDOK).

 

HUD requires that each CoC establish a governing board, comprised of a collective of representatives from relevant organizations, including but not limited to members of local governments, victim service providers, public housing agencies, and organizations that serve veterans and homeless and formerly homeless individuals. The CoC board is designated to provide oversight and governance on behalf of the CoC jurisdiction while serving the homeless population.

 

On January 25, 2022, the Board appointed Supervisor Parlin, with Supervisor Thomas as her alternate, to serve as the County’s Representatives on the EDOK CoC board, for a two-year term, effective February 4, 2022, through February 4, 2024 (File ID: 22-0181). Since appointment to the EDOK CoC Board, Supervisor Thomas or Supervisor Parlin have been attending the meetings of EDOK CoC and representing the County. Subsequently, on June 13, 2023, the Board established the Housing and Homelessness Ad Hoc Committee, and appointed Supervisor Parlin and Supervisor Thomas to represent the County at meetings with stakeholders on Housing and Homelessness programs (File ID: 23-1080). 

 

Due to the increasing need for active participation in Housing and Homelessness strategic planning through the Ad Hoc Committee, and the desire for the County EDOK CoC Representative board member to take a more active role in planning and coordinating with the EDOK CoC and community partners, Supervisor Parlin has willingly agreed to step down as Primary County Representative on the EDOK CoC Board, and Timalynn Jaynes, HHSA Assistant Director of Human Services, has agreed to replace her as Primary County Representative on the EDOK CoC Board.  Further, Supervisor Thomas has opted to resign her role as appointed Alternate County Representee on the EDOK CoC Board, and Supervisor Parlin has agreed to serve in this alternate role through February 4, 2024.

 

HHSA recommends approval of this item to maximize County participation in the EDOK CoC Board, as Timalynn Jaynes as the HHSA Assistant Director of Human Services oversees Housing and Homelessness services, and to allow Supervisor Parlin and Supervisor Thomas to maximize their commitment to represent the County in the Housing and Homelessness Programs Ad Hoc Committee. It is recommended that the Board authorize the Housing and Homelessness Programs Ad Hoc Committee to determine future County representatives on the EDOK CoC Board.

 

ALTERNATIVES:

Should the Board decline to approve this recommendation, Supervisor Parlin would continue her appointment to the EDOK CoC Board as the Primary County Representative until her term ends on February 4, 2024, and Supervisor Thomas would continue to represent the County as Alternate Representative until her term ends on February 4, 2024.
