Title

Health and Human Services Agency (HHSA) recommending the Board:

1) Make findings pursuant to Section 3.13.030 (B) of the El Dorado County Ordinance Chapter 3.13, Contracting Out, that the Early Intervention (EI) services provided by the contractors listed below require specialty skills and qualifications not expressly identified in County classifications are involved in the performance of the work;

2) Approve and authorize the Chair to sign Agreement for Services 10281 with Summitview Child & Family Services, Inc., in the amount of $300,000, for the initial term of three years from July 1, 2026, through June 30, 2029, with the option to extend the Agreement for one additional year through June 30, 2030, for a maximum amount of $400,000 if extension is granted;

3) Approve and authorize the Chair to sign Agreement for Services 10282 with Stanford Youth Solutions doing business as Stanford Sierra Youth and Families, in the amount of $2,445,000, for the initial term of three years from July 1, 2026, through June 30, 2029, with the option to extend the Agreement for one additional year through June 30, 2030, for a maximum amount of $3,260,000, if extension is granted;

4)                     Approve and authorize the Chair to sign Agreement for Services 10283 with Infant Parent Center, in the amount of $1,020,000, for the initial term of three years from July 1, 2026, through June 30, 2029, with the option to extend the Agreement for one additional year through June 30, 2030, for a maximum amount of $1,360,000, if extension is granted;

5) Approve and authorize the Chair to sign Agreement for Services 10284 with New Morning Youth and Family Services, Inc., in the amount of $1,425,000, for the initial term of three years from July 1, 2026, through June 30, 2029, with the option to extend the Agreement for one additional year through June 30, 2030, for a maximum amount of $ 1,900,000, if extension is granted;

6) Approve and authorize the Chair to sign Agreement for Services 10288 with Sierra Child and Family Services, Inc., in the amount of $300,000, for the initial term of three years from July 1, 2026, through June 30, 2029, with the option to extend the Agreement for one additional year through June 30, 2030, for a maximum amount of $400,000, if extension is granted;

7) Approve and authorize the Chair to sign Agreement for Services 10289 with El Dorado Community Foundation, acting as the Fiscal Agent for Senior Peer Counseling, in the amount of $1,020,000, for the initial term of three years from July 1, 2026, through June 30, 2029, with the option to extend the Agreement for one additional year through June 30, 2030, for a maximum amount of $1,360,000, if extension is granted;

8) Authorize the Purchasing Agent to execute amendments relating to agreements 10281, 10282, 10283, 10284, 10288 and 10289, contingent upon approval by County Counsel and Risk Management, which do not increase the maximum dollar amount or term of the Agreements; and

9) Authorize the HHSA Director, or the Chief Assistant Director, to execute programmatic, administrative, and fiscal documents relating to agreements 10281, 10282, 10283, 10284, 10288 and 10289.

 

FUNDING: 100% Behavioral Health Services Act.

DISCUSSION / BACKGROUND:

In 2004, California voters approved Proposition 63, establishing the Mental Health Services Act (MHSA) to transform the state’s mental health system through a one-percent tax on personal incomes over $1,000,000. In March 2024, voters approved Senate Bill 326, the BHSA, as part of Proposition 1, replacing MHSA and modernizing the statewide behavioral health framework. BHSA refocuses funding on individuals with the most significant behavioral health needs, incorporates treatment for substance use disorders (SUD), expands housing interventions, strengthens the behavioral health workforce, maintains investments in prevention and early intervention, supports innovative pilot projects, and increases oversight and accountability.

 

In accordance with BHSA requirements, HHSA has developed a BHSA Three Year Integrated Plan for fiscal years (FY) 2026-29, which is expected to be adopted by the Board with Legistar file 26-0751 on June 23, 2026. BHSA establishes Behavioral Health Services and Supports (BHSS), including Early Intervention (EI) services, which provide short-term, non-clinical support aimed at preventing mental illnesses and SUD from becoming severe and at reducing behavioral health disparities. EI services focus on reducing isolation, stabilizing individuals after stressful events, and improving access to behavioral health and social services, with anticipated reductions in adverse outcomes such as suicide, self-harm, incarceration, academic failure, homelessness, and overdose. BHSA requires each county to operate an EI program, with at least 51 percent of BHSS funding dedicated to EI and at least 51 percent of EI funding directed to individuals age 25 and younger, including transitional age youth. The agreements included in this board item will support El Dorado County residents across diverse demographic groups, including older adults, at-risk youth, children ages 0-5, veterans, and individuals from varied cultural backgrounds.

 

Pursuant to Resolution 017-2026, the Board authorized these BHSA agreements to be exempt from competitive bidding (Legistar 25-2044).

 

ALTERNATIVES:

Should the Board decline to approve this recommendation, HHSA would be unable to fulfill its responsibilities to provide EI services under BHSA requirements. County residents would lack many beneficial services and would be at increased risk of a number of behavioral health issues and adverse outcomes associated with such risk.

Approve as recommended.

 

FINANCIAL IMPACT:

There is no Net County Cost associated with this agenda item. Sufficient appropriations were included in the FY 2026-27 Budget and will be included in future budgets for the terms of the Agreement.
