Health and Human Services Agency (HHSA) recommending the Board:
1) Approve and authorize the Chair to sign Amendment II to Funding Out Agreement 6514 with El Dorado County Office of Education to extend the term for an additional six months, from December 31, 2027, through June 30, 2028, with no change to the maximum obligation, for the purpose of continuing the provision of Mental Health Student Services Act (MHSSA) services to students in El Dorado County schools, which aligns the term of this agreement with the related HHSA awarded MHSSA grant agreements' term;
2) Authorize the Purchasing Agent to execute amendments relating to Agreement 6514, contingent upon approval by County Counsel and Risk Management, which do not increase the maximum dollar amount or term of the Agreement; and
3) Authorize the HHSA Director, or the HHSA Chief Assistant Director, to execute programmatic, administrative, and fiscal documents relating to Agreement 6514.
FUNDING: 100% State MHSSA funding administered by the State of California Behavioral Health Services Oversight & Accountability Commission (formerly titled the Mental Health Services Oversight and Accountability Commission).

DISCUSSION / BACKGROUND:
In 2022 and 2024, HHSA’s Behavioral Health Division (BHD) partnered with EDCOE to submit joint MHSSA Partnership Grant applications for funding Rounds 2, 3, and 4, outlining a five-year plan and budget to provide mental health services to children and youth across 58 El Dorado County schools. In 2022 and 2023, HHSA was awarded Rounds 2/3 in MHSSA Partnership Grants and the Board accepted this funding for the combined award amount of $5,044,665, authorized execution of the grant agreements, and authorized HHSA to subaward the entirety of the MHSSA Round 2/3 grants to EDCOE through Funding Out Agreement 6514, for an award amount of $4 million and a term through December 31, 2026, for direct implementation of the MHSSA Program in the 58 selected schools (Legistar files 22-0355, 22-1257 and 23-0493).
On March 25, 2025, the Board accepted the MHSSA Partnership Grant Round 4 funds for two different categories (Category 3: Sustainability Grant Agreement No. 24MHSOAC0008 and Category 2: Universal Screening Grant Agreement No. 24MHSOAC040) for the total award amount of $1,195,200, and for a term effective upon execution through December 31, 2027, and authorized execution of the two MHSSA grant agreements (Legistar file 24-2002). In the same action, the Board executed Amendment I to Funding Out Agreement 6514 with EDCOE, which extended the term for an additional year through December 31, 2027, and authorized the entirety of the Round 4 grant funds, be awarded to EDCOE for continuation of the mental health services in local schools, therefore increasing the maximum obligation granted to EDCOE to $6,239,855, which matches the MHSSA Partnership Grant (Rounds 2/3/4) combined funding award total and term.
In November 2025, BHSOAC issued the First Amendments to the Round 4 Partnership Grant Agreements (Categories 2 and 3), extending the term of both grants through June 30, 2028. As outlined in Amendment II to Agreement 6514 with EDCOE, the revised term extension aligns with the grants and allows a full three-year period from the date of execution to fully expend the awarded funds, thereby continuing access to universal mental health screenings for children and youth in local schools.
ALTERNATIVES:
Should the Board decline to approve this recommendation, HHSA would be unable to fulfill the entire timeline or funding out of MHSSA Round 4, Category 2: Universal Screening and Category 3: Sustainability.

FINANCIAL IMPACT:
There is no Net County Cost associated with this agenda item. Sufficient appropriations were included in the Fiscal Year 2025-26 Budget and will be included in future budgets for the term of the Agreement.
