Fiscal Impact/Change to Net County Cost: None. The cost has been applied in participating department budgets.
 
Note: IT is only able to estimate the not to exceed amount at this time. IT is given the costs for each license and a current license count;  however, if additional licenses are purchased before the expiration of the existing agreement, the amount of the new agreement will change.
 
Background: As part of a statewide agreement competetively bid by Riverside County, El Dorado County has been participating in the MSEA since 2002. This agreement provides many benefits to all participating counties, which include: volume pricing, product upgrade coverage, simplifies license tracking, allows for the purchase of other Microsoft products under MSEA, participation in Microsoft TechNet (a comprehensive knowledge base of product problems), technical support incidents and offers training vouchers for Microsoft products based on number of enrolled computers. This program saves the County more than 25% compared to other procurement avenues.
 
Reason for Recommendation: IT has evaluated the benefit of continuing Microsoft Software Licensing and feels it provides the best advantage to the County in keeping up with current Microsoft software products and upgrades. IT will evaluate this agreement again at the end of the 12 months and assess if Microsoft Volume Licensing best supports the County's software platform direction.
 
The one year extension is estimated at $190,000. This is $65,000 less than the previous three year's annual amount. IT's share is approximately $41,000 for the year with the other participating departments sharing the remainder of $149,000.
 
Departments not listed within the contract documents have opted to not participate in the MSEA program and will retain their current Microsoft product licenses and accquire new Microsoft products under the existing "Microsoft Select Level D" purchase program.
 
 
Action to be taken following Board approval:
1) Board Clerk shall forward 2 original copies to IT.
2) Board Clerk shall forward 1 copy of agreement to Procurement and Contracts.
3) Procurement and Contract shall encumber funds for MSEA extention payment and forward PO copy to IT.
4) IT shall forward original agreement to vendor with letter to proceed.
5) IT shall process MSEA invoices for payment and seek reimbursement from participating departments via normal billing processes.
