Department of Transportation recommending the Board consider the following pertaining to the County Service Area 5 - Phase 3 Erosion Control Project, Capital Improvement Program project number 36107003, Contract 8849:
1) Approve and adopt the Plans and Contract Documents and authorize the Chair to sign the Plans; and
2) Authorize advertisement for construction bids with an estimated construction phase total cost of $699,000.

DISCUSSION / BACKGROUND
The County Service Area (CSA) #5 - Phase 3 Erosion Control Project (Project) will construct erosion control and water quality improvements in the Tahoma community. The work will take place along Tahoma's local streets including Pine Street, McKinney Road, Miami Avenue, and Elm Street. The Project will replace aging infrastructure, enhance drainage efficiency, and improve stormwater runoff quality. These improvements will reduce the discharge of sediment and pollutants into Lake Tahoe from County administered rights-of-way in the CSA #5 - Phase 3 Project area. By implementing these improvements, the Project will benefit the area’s natural environment and ecological health by helping to separate pollutants from stormwater runoff before the runoff enters Lake Tahoe.
Adopted on June 20, 2023 (Legistar file 23-1057), the Project’s Negative Declaration (ND) complies with the California Environmental Quality Act, affirming minimal environmental impact during construction.
The California Tahoe Conservancy (CTC) issued El Dorado County a License Agreement to construct and maintain erosion control improvements on one (1) CTC-owned parcel. Similarly, the United States Forest Service (USFS) issued El Dorado County a Special Use Permit for work on one (1) USFS-owned parcel. Additionally, the County obtained two drainage easements from private property owners for the construction of drainage improvements associated with the project.
ALTERNATIVES
1) The Board could choose not to approve the Contract Documents. Transportation will make any changes requested by the Board and return at a later date.
2) The Board could choose not to authorize advertisement for construction bids. Transportation will make any changes requested by the Board and return at a later date.
3) The Board could choose to cancel the Project.

FINANCIAL IMPACT
The total estimated combined cost for the Project's construction phase is $699,000, which includes construction items of work, supplemental items of work, construction management, environmental monitoring, inspection, materials testing, and contingencies.
There is no financial impact or change to net County cost associated with this item. The Board will not obligate the County with the current requested action. The obligation will result from the subsequent action of awarding the bid.
CLERK OF THE BOARD FOLLOW UP ACTIONS
1) The Clerk will obtain the Chair's signature on the construction Plans for the Project.
2) The Clerk will forward the original signed Plan set to Transportation, Headington Engineering, attention Jen Rimoldi.
TRANSPORTATION FOLLOW UP ACTIONS
Transportation will advertise the Project for bid proposals and return to the Board with recommendations for award at a later date. Transportation will forward the executed Construction and Funding Agreement to the Clerk of the Board.
