1) Approve and authorize the Chair to execute Agreement 10272 with the El Dorado Resource Conservation District for the period of July 1, 2026, through June 30, 2031, in the amount of $163,670.56 for Fiscal Year 2026-27, with compensation in subsequent fiscal years calculated based on the total assessed value of land, as outlined in the Agreement; and
2) Approve and authorize the Chair to execute Agreement 10273 with the Georgetown Divide Resource Conservation District for the period of July 1, 2026, through June 30, 2031, in the amount of $163,670.56 for Fiscal Year 2026-27, with compensation in subsequent fiscal years calculated based on the total assessed value of land, as outlined in the Agreement.

DISCUSSION / BACKGROUND
The current agreements with the El Dorado and Georgetown Divide Resource Conservation Districts (RCDs) were approved by the Board on December 10, 2024 (Legistar file 24-2094) and end on June 30, 2026. On April 8, 2025 (Legistar file 25-0654), the Board directed that the next agreements with the RCDs be calculated using the same methodology applied to the Tahoe Resource Conservation District, based on the total assessed value of land.
The RCDs support a range of activities that assist County departments and advance local resource management goals. This includes helping the Planning and Building Department and the Department of Transportation with monitoring requirements under the Surface Mining and Reclamation Act, as well as maintaining programs that contribute to wildfire preparedness, post-fire recovery, watershed management, technical assistance, and public education. These efforts also include collaboration on the County’s Wildfire Strategy, participation in multi-agency coordination groups with the Office of Wildfire Preparedness and Resilience, supporting Fire Safe Councils, providing post-fire assessments and landowner guidance, contributing to forest and watershed management strategies, and offering technical and educational services to residents, consultants, and County staff. The District also assists with erosion control information, training workshops, non-point pollution monitoring, and identifying or pursuing funding opportunities that benefit local projects. Additional ongoing RCD efforts include establishing a Reforestation Learning Network, coordinating seed and plant material needs, supporting biomass utilization planning, and working with a broad range of federal, state, and local partners on forest health, wildfire resilience, and resource conservation.
By approving the attached agreements, the County is supporting the continuation of these programs and activities, providing funding to the RCDs annually under the new calculation method. The new agreements will run from July 1, 2026, through June 30, 2031. Each RCD will receive $163,670.56 in Fiscal Year 2026-27, and funding in future years will be calculated based on the total assessed value of land, as outlined in the Agreements.

The Board could choose not to approve the Agreements.

FINANCIAL IMPACT
Appropriations have been included in the FY 2026-27 Recommended Budget, and will be included in future fiscal years using the calculation method outlined in each Agreement.
