Fiscal Impact/Change to Net County Cost:  No change.Amendment I to Contract #760321-01 allocates an additional $360,255, approximately one-half of the anticipated final FY 2007-08 allocation, to El Dorado County for continued provision of Workforce Investment Act Program activities during the term July 1, 2007 through July 31, 2008.  Allocated and anticipated revenues are included in the FY 2007-08 Proposed Budget Request and are expected to cover all anticipated Program costs.
 
Background: On September 7, 2005, the Golden Sierra Governing Board approved establishing El Dorado County as the first Consortium Operator established under the Local Workforce Investment Act Program, effective July 1, 2006.  On November 8, 2005, the Board of Supervisors adopted Resolution No. 339-2005 authorizing an Amended and Restated Joint Exercise of Powers Agreement for Golden Sierra Job Training Agency, including a provision giving the JPA the ability to pass El Dorado Countys share of funds to the County to enable the County to provide job training services.  The Golden Sierra Workforce Investment Board and their Governing Board approved the El Dorado/Alpine County Local Operator Business Plan on April 24, 2006 and April 26, 2006 respectively.  On June 20, 2006, the Board of Supervisors approved establishment of a budget and approved Human Services staffing for implementation of Workforce Investment Act Program activities effective July 1, 2006.  On June 27, 2006, the Board of Supervisors executed an MOU with GSJTA to allow the County to implement program activities commencing July 1, 2006 and continuing through August 31, 2006 pending development of a contract by GSJTA.  In accordance with terms of the MOU, Contract No. 760321-01 with GSJTA was executed on August 22, 2006 and superseded that MOU.  
 
Reason for Recommendation: As an Area Partner Consortium Operator of the Golden Sierra Job Training Agency Consortium, El Dorado County has used the Workforce Investment Act funding allocated under Contract No 760321-01 to provide job training services, leverage additional federal and state funding and help strengthen the One Stop system whereby multiple needs of El Dorado and Alpine County unemployed individuals and businesses can be met.  Amendment I extends the Contract for 13 months through July 31, 2008 and allocates up to an additional $360,255 to allow for continued provision of Workforce Investment Act services during the extended term pending GSJTA receipt of the final Workforce Investment Act regional allocation.  At that time the final allocation to El Dorado County will be negotiated and the contract amended again to reflect the final allocation amount.
 
Action to be taken following Board approval:  Board Clerk to provide Human Services, Community Services Division, with three (3) copies of Contract #760321-01 signed by the Chairman.  Department will forward to Golden Sierra for final execution.
