Chief Administrative Office recommending the Board:
1) Receive and file the Fiscal Year (FY) 2023-24 Quarterly Activity Reports from Arts and Culture El Dorado that outline the use of County funding in the prior year;
2) Find that a public benefit is derived from supporting Arts and Culture El Dorado’s efforts to promote, connect, and empower arts and culture throughout El Dorado County through targeted programs and services that promote tourism; and
3) Approve and authorize the Chair to sign Funding Agreement 8840 with Arts and Culture El Dorado authorizing payment of $75,000 in funding to initiate cultural programs and boost tourism through arts and culture promotion within the County, approving the Scope of Work outlined in the Agreement, effective July 1, 2024, through June 30, 2025.

DISCUSSION / BACKGROUND
In FY 2023-24, the Budget included $95,600 in funding for Arts and Culture El Dorado in the General Revenues and Other Operations budget. On July 18, 2023, with Legistar item 23-1361, the Board approved Agreement 7847 which outlined the planned scope of work for the funding. Arts and Culture El Dorado has submitted the first three FY 2023-24 Quarterly Activity Reports outlining the use of funding. The fourth Quarterly Activity Report is not included as activities are ongoing and the current agreement does not end until June 30, 2024. The Quarterly Activity Reports for Agreement 7847 are attached as Attachment A for the Board to receive and file.
On June 11, 2024, with Legistar item 24-0997, the Board approved the FY 2024-25 Recommended Budget which included $75,000 in funding to Arts and Culture El Dorado. Staff have worked with Arts and Culture El Dorado to draft Funding Agreement 8840 that will provide the approved funding to Arts and Culture El Dorado. A funding agreement is required for the County to process the payment to Arts and Culture El Dorado.
Arts and Culture El Dorado will use the funding solely to initiate cultural programs and boost tourism through arts and culture promotion within the County. The funding will aid Arts and Culture El Dorado in cultural programming for veterans, students, families, artists and arts organizations, residents, and visitors; promotion of cultural events throughout the County; being an incubator for emerging arts groups; and offering gallery exhibition series. All events, programs, and services are open to the public and are free of charge. Arts and Culture El Dorado will make special efforts to ensure that cultural activities are located throughout the County, in all five supervisorial districts.
Approval by the Board provides the finding that a public benefit is derived from supporting Arts and Culture El Dorado, whose mission is to promote, connect, and empower arts and culture throughout the County, which is achieved by targeted programs and services, a vibrant gallery exhibition series, and a focus on initiatives which support and sustain the cultural life of the region.
ALTERNATIVES
The Board could choose not to approve the funding request, and no funding would be provided in support of these efforts.

FINANCIAL IMPACT
The Board of Supervisors allocated $75,000 in the FY 2024-25 Recommended Budget in Discretionary Transient Occupancy Tax for Arts and Culture El Dorado. There is no additional impact on Discretionary Transient Occupancy Tax due to the approval of this agreement.
