Fiscal Impact/Change to Net County Cost: There is no fiscal impact to the County. There are no costs associated with the resolution of the Building Industry Advisory Committee
Background: On November 20, 1984, the Board of Supervisors gave their support to form the Building Industry Advisory Committee (BIAC) as proposed by the El Dorado Builders Exchange and Building Industry Association. The BOS authorized the Community Development Department to work with the BIAC on common issues of industry concern and gave direction to staff for the adoption of new codes and local building regulations. Initially, the BIAC consisted of five members with no term limits. The BIAC then expanded to seven members, with no term limits. Recent meetings with the BIAC and building industry groups identified the need to set membership guidelines, establish term limits, and set forth the duties and responsibilities of the BIAC. The BIAC and building industry groups also propose that the BIAC be a recommending body to the Board of Supervisors and Development Services on policies and procedures related to the building industry.
Reason for Recommendation: The resolution and appointment of members will establish the BIAC and allow the committee to focus on policies and procedures related to the building industry.
Action to be taken following Board approval: Upon adoption of the resolution, Development Services will contact the appointed representatives of the agencies and post a Notice of Vacancy for "at large" members and alternates. Upon receipt of letters of interest from the public, Development Services will request the BOS appoint the interested persons to the BIAC to complete the formation of the committee.
