DISCUSSION / BACKGROUND
In June 2007, the Sheriff's South Lake Tahoe Jail and the Lake Tahoe Community College District instituted a program through the college where the Sheriff's Office staff would provide Culinary Arts instruction to Jail inmates who register through the college and receive college credit. This program provides inmates with skills they can utilize when pursuing employment once they are released.
Teaching and instruction for this program is provided by the Sheriff’s South Lake Tahoe Jail staff. The anticipated revenue for the term of this agreement is $2.50 per hour, per inmate, per fiscal year. This revenue will be used to offset any costs incurred for supplies used during the instruction. Any expenses incurred that are not off-set by revenue received from the program will be absorbed by the Sheriff’s annual budget for each fiscal year of the agreement, resulting in no additional increases to Net County Cost for the duration of the agreement. Reimbursement under this agreement averages approximately $1,300 per year.
The term of this Agreement is retroactive from July 1, 2019 through December 31, 2024 due to ongoing discussions and the pursuit of drafting an agreement that was multi-year; in turn, the agreement was not signed until December 2019. Board approval is required for all contract agreements unless delegated authority has been granted by the Board, therefore the Sheriff's Office is requesting approval of this agreement.
