Probation Department recommending the Board:
1) Make findings in accordance with El Dorado County Ordinance Code, Chapter 3.13.030 (C) that due to limited timeframes, temporary or occasional nature, or schedule for the project or scope of work, the ongoing aggregate of work to be performed is not sufficient to warrant the addition of permanent staff;
2) Approve and authorize the Chair to sign Amendment I to Agreement for Services 6740 with Atlas Tech Services to increase the not-to-exceed amount of the Agreement by $150,000 for a total of $316,000, with no change to the end date of the Agreement of July 25, 2025; to provide on-call electrical maintenance and repairs for the El Dorado County Probation Department; and
3) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 6740, including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.

DISCUSSION / BACKGROUND
On July 26, 2022, with Legistar Item 22-1112, the Board approved Agreement 6740 (Agreement) with Atlas Tech Services (Atlas Tech) to provide on-call electrical maintenance and repairs for the El Dorado County Probation Department (Probation). Atlas Tech has been providing Probation scheduled, emergency, and on-call services for audio/visual equipment, security camera systems, conferencing equipment, intercom systems, electric door controls, and locks since 2019.
This Amendment I to Agreement will increase the not-to-exceed amount by $150,000 for a total of $316,000. Additional updates in the Amendment include revisions to the Conflict of Interest Article, regarding the California Levine Act, which went into effect January 1, 2023.
Probation requests the increase in funding of the Agreement primarily due to expenditures to bring the South Lake Tahoe Juvenile Treatment Center (JTC) up to current best practice standards. With the withdrawal of plans to build a new juvenile facility on the West Slope, the JTC required updates of its key management system and failing security camera system. Additional funds are needed for scheduled projects in Probation locations, as well as unforeseen circumstances which may arise.
ALTERNATIVES
The Board may choose to not approve the Amendment. Much of the work with the vendor will need to be performed in a timely manner and may affect safety or performance of technical equipment.

FINANCIAL IMPACT
There is no General Fund impact or increase to Net County Cost. Services are included in Probation’s FY 2023-24 budget and will be budgeted in subsequent years through the duration of the Agreement.
