Fiscal Impact/Change to Net County Cost:
Funding for the Agreement is available in the FY 2006-07 and 2007-08 CSA #10 budget.  There is no cost to the General Fund.
 
Background:
The closure for the 15.8-acre Class III Old Landfill at the Union Mine Disposal Site specified by the Central Valley Regional Water Quality Control Board (CVRWQCB) in the new Waste Discharge Requirements Order No. R5-2006-0020 must be completed by August 15, 2007.  As part of the Final Closure Plan, which was submitted to the CVRWQCB on March 30, 2006, it was identified that 13.6 acres of the 15.8-acre Class III Old Landfill Area will receive final cover in the year 2007. The remaining 2.2 acres are scheduled to be closed in the year 2040, the projected closure date of the Class II active disposal area.  Stipulated in the Final Closure Plan is the use of a third party, independent Construction Quality Assurance Officer that will certify the closure activities and veryify we have met the stated closure requirements.   
 
Reason for Recommendation:
The Environmental Management Department is requesting to enter into a Contract with Carlton Engineering to provide services to satisfy the Final Closure requirements for the Union Mine Landfill specified by the Central Valley Regional Water Quality Control Board in their Waste Discharge Requirements Order No. R5-2006-0020
 
The Department has utilized Carlton Engineering, Inc. in the past as they have an extensive historical knowledge of the Union Mine Landfill, including experience with similar landfill closure projects. They have consistently provided the County with exceptional engineering and environmental compliance service.  
 
This Agreement has been approved by County Counsel and Risk Management, is for an amount not to exceed $76,375 and shall expire on October 1, 2007.
 
Action to be taken following Board approval:
Upon execution by the Chair, the Board Clerks Office will forward copies of the Contract to Environmental Management for distribution, encumbrance, and administration.
