Hearing to consider adoption of Resolution 223-2007 authorizing the submission of a Community Development Block Grant Planning and Technical Assistance Economic Development application to the California Department of Housing and Community Development for funding in an amount of $18,375 to complete a feasibility study for a potential Farmer's Market in the Cameron Park/Shingle Springs area; and Chairman be authorized to sign the Statement of Assurances and the Interim Director of Human Services Department, or his successor, be authorized to execute and administer the agreement and any subsequent amendments that do not affect the dollar amount or the term, contingent upon approval by County Counsel and Risk Management, and any other grant related documents if the application is funded, noting the required match in the amount of $920 is in the current General Fund allocation.

If the application is funded it is proposed to utilize $920 of the Department's General Fund dollars, currently budgeted for this purpose, to meet the cash match requirement.
Background:
A Fiscal Year 2006/2007 application for an Economic Development Planning and Technical Assistance Grant for the purpose of a feasibility study for a farmer's market in the Shingle Springs-Cameron Park area was not funded due to limited availability of funds at the State level. This application is for the Fiscal Year 2007/2008 funding round.
Reason for Recommendation:
The Shingle Springs-Cameron Park (SSCP) Chamber of Commerce conducted an online survey of residents and businesses in their jurisdiction in July 2006. The survey questions covered many issues, including desired community events. A farmer's market was among the top three events that residents wish to see in the Shingle Springs-Cameron Park area. Based on the results of this survey demonstrating the unmet community need for a farmer's market, El Dorado County is applying for an Economic Development Planning and Technical Assistance Grant to assist the Chamber in obtaining a consultant to develop and complete a study of the feasibility of instituting a certified farmer's market in the area. Action to be taken following Board approval:
Board Clerk to provide Human Services, Community Services Division, with four (4) certified resolutions and four (4) Statement of Assurances documents signed by the Chairman.
