Department of Transportation recommending the Board:
1) Approve and authorize the Chair to sign the First Amendment to competitively bid Agreement 8283 with Bear Electrical Solutions, Inc. to provide Countywide routine and on-call emergency signal maintenance on an as-needed basis, amending Exhibit B, List of County Maintained Signals, with no change to term or not-to-exceed amount; and
2) Authorize the Purchasing Agent to increase the contract amount and sign any additional amendments to the agreement for on-call traffic signal maintenance services on an "as-needed" basis during the term of the agreement as long as funding is available within Transportation's budget, and contingent upon approval by County Counsel.
FUNDING: Road Fund (100%).

DISCUSSION / BACKGROUND
Department of Transportation, Maintenance and Operations (Transportation) is responsible for maintaining fifty-nine (59) traffic signals, as well as additional lighting, throughout El Dorado County. The work to be performed under this Agreement consists of very specialized areas of knowledge and responsibility. County staff is utilized whenever possible to perform maintenance of the traffic signals and associated equipment. When specialty skills are required or when the requirements of the work are beyond the maximum capacity of staff, the Contractor's staff will be utilized. Contractor will also provide and maintain emergency service response on a twenty-four (24) hour, seven (7) day per week basis, including holidays, utilizing a personnel hoist truck equipped with radio dispatch or cellular communications capabilities for County requested services.
First Amendment to Agreement 8283 updates Exhibit B, incorporating additional signals the County is responsible for maintaining.
ALTERNATIVES
The Board could choose not to approve the proposed First Amendment to Agreement 8283. However, Transportation would not have the necessary assistance for maintenance of the additional traffic signals added to Exhibit B, which could result in public safety issues.
PRIOR BOARD ACTION
On January 9, 2024, Legistar File 23-2246, the Board approve competitively bid Agreement 8283 with Bear Electrical Solutions, Inc.

FINANCIAL IMPACT
There is no impact to Net County Cost. Funding for the Agreement has been included in the Fiscal Year 2024-25 Transportation, Maintenance and Operations budget and is funded by the Road Fund. Funding for work in future fiscal years will be included in the Division's ongoing annual budgets.
CLERK OF THE BOARD FOLLOW UP ACTIONS
1) Clerk of the Board will obtain the Chair's signature on two (2) originals of the First Amendment to Agreement #8283.
2) Clerk of the Board will forward one (1) signed copy of the First Amendment to Agreement #8283 to Chief Administrative Office, Procurement and Contracts Division, for further processing.
