Clerk of the Board recommending the Board:
1) Adopt and authorize the Chair to sign Resolution 053-2017 approving the consolidation of Special District elections currently held in odd-numbered years for the Special District Boards of Directors listed in Attachment B with the statewide general elections held in even-numbered years, pursuant to California Elections Code Section 10404; and
2) Receive and file a report from the Registrar of Voters on the cost-effectiveness of the proposed action by these Special Districts.

DEPARTMENT RECOMMENDATION
The Clerk of the Board is recommending this item be approved pursuant to California Elections Code 10404.
DISCUSSION / BACKGROUND
Between September 2016 and February 2017 the Special Districts shown in Attachment B adopted Resolutions to consolidate their District elections (currently held in odd numbered years) with the statewide general elections held in even-numbered years. The Resolution's are authorized by and adopted pursuant to Elections Code Section 10404. Before the District Resolutions can become effective, however, they must be approved by the Board of Supervisors in each county in which the District is located. The Clerk of the Board received the District Resolution's en masse from the Elections Department on February 13, 2017.
Pursuant to subdivision (c) of Elections Code Section 10404, the Board of Supervisors is to notify all districts located in the County of its receipt of such Resolutions, and request districts, at their discretion, provide input on the effect of consolidation of elections to even years. Notification letters were sent to all districts on February 22, 2017 with a deadline to respond by March 10, 2017. No responses were received by the office of the Clerk of the Board prior to the March 10th, deadline.
Pursuant to subdivision (d) of Elections Code Section 10404, the elections official shall prepare and transmit to the Board of Supervisors an impact analysis of the proposed consolidation.
Pursuant to subdivision (e) of Elections Code Section 10404, the Board of Supervisors is to approve the District's resolution within 60 days of submission (to the Clerk of the Board), unless the Board of Supervisors finds that the ballot style, voting equipment, or computer capacity is such that additional elections or materials cannot be handled.
ALTERNATIVES
Per Elections Code Section 10404 subdivision (e), the Board may chose not to approve of these Special Districts' effort to consolidate their election of Board Directors if the Board of Supervisors finds that the ballot style, voting equipment or computer capacity is such that additional elections or materials cannot be handled.

CAO RECOMMENDATION
It is recommended that the Board approve this item.
FINANCIAL IMPACT
The addition of more races to the general election will increase the overall cost of the election, however, all entities going to election pay their pro-rata share of the election costs. The Elections Department believes that any increase in cost will be negligible and likely outweighed by the savings of removing these Districts from odd-year elections.
CLERK OF THE BOARD FOLLOW UP ACTIONS
The Clerk of the Board shall transmit one (1) copy of the fully executed Resolution and one (1) Minute Order to each Special District shown on Attachment B.
