DISCUSSION/BACKGROUND

The Camino Frontage Road - Pondorado Road Extension Project (Project) proposes to construct a Class III roadway connecting the Camino Safety Interchange from the roundabout near Pondorado Road to the Class 1 Upper El Dorado Trail Extension Project located along the existing railroad corridor of the El Dorado Trail. The Pondorado Extension Road is approximately 22 feet wide and 2,475 linear feet long and includes driveway connections for multiple private parcels that are otherwise left with direct access only from Highway 50. The Project ends near a trail parking area that serves as a connection point for the Class 1 El Dorado Trail and provides an additional staging area for trail users, including bicyclists and pedestrians. The Project also provides a staged solution for the ultimate alignment of the Camino Safety Interchange Project.

 

The County may need to purchase easements from the above-listed parcels for the Project. For the Department of Transportation (Transportation) to research title records and prepare for negotiations with the subject parcel owners, Transportation is requesting authorization from the Board to proceed with ordering and payment of title reports and certified appraisals for the land rights to be acquired.

 

Transportation is also requesting the Board authorize Transportation to enter into negotiations with the owners, or their designated representatives, of the parcels listed herein as related to the Project and appoint Transportation’s selected consultant as the real estate negotiator on behalf of the County.

 

ALTERNATIVES

The Board could choose not to authorize Transportation to proceed with ordering title reports and certified appraisals, enter into negotiations and appoint a real estate negotiator, and therefore not acquire the necessary parcels, which would not allow the Project to proceed.

 

PRIOR BOARD ACTION

The Project is included in Transportation’s 2022 Capital Improvement Program (CIP), which was approved by the Board on June 14, 2022 (Legistar 22-0521, Item 48).

FINANCIAL IMPACT

This Project has no General Fund cost. The cost for title reports and color coded parcel maps is based on $850 per parcel. The total cost for the three title reports required is $2,550. Funding for the acquisition of properties for the Project is budgeted in Transportation’s 2022 CIP and is funded by Regional Surface Transportation Program Exchange Funds.
