DISCUSSION / BACKGROUND
The Board formed Euer Ranch 1-5 Drainage Zone of Benefit #98308 with the adoption of Resolution 099-2004 on April 20, 2004. The Board later formed Euer Ranch 6 & 7 Drainage Zone of Benefit #98309 (Zone) with the adoption of Resolution 218-2005 on July 19, 2005. At that time, the Board chose not to appoint an advisory committee for either zone.
The Policy and Procedure Guidelines for Creation and Administration of Zones of Benefit within a County Service Area (Guidelines) establish criteria for creating, operating, and maintaining zones, including providing for the appointment, term, and purpose of Zone Advisory Committees. The Guidelines provide that an advisory committee for a zone may be appointed upon the zone's formation to serve at the pleasure of the Board. The purpose of the road zone advisory committees is to meet periodically with property owners and residents within the zone to identify unmet service needs, evaluate the adequacy of the services provided, compile an annual budget for recommendation to the Board, and provide recommendations on other matters pertaining to the business of the zone. The appointed Key Contact of an advisory committee acts as a liaison between zone residents, property owners, and the County.
Currently, the Board has appointed advisory committees only for Road Zones of Benefits and has not designated any individual advisory committees for any drainage Zone of Benefit. County staff are trained in storm water management, regulatory compliance, infrastructure inspection, and risk assessment, and they adhere to current County standards when handling all complaints.
The Four Seasons Owners Association has requested that the Board of Supervisors consider appointing a single advisory committee for the two drainage Zones in the Euer Ranch Subdivision located in El Dorado Hills. The following individuals have been nominated by the Four Seasons Owners Association for calendar year 2026: John Hahn (Advisory Committee Key Contact), Jim Benson, Dave Reardon, Bob Diana Slater, and David Hawkins.
ALTERNATIVES
The Board may choose not to change processes and remain consistent with County practices by not appointing committees for drainage zones.

FINANCIAL IMPACT
There are no impacts to Net County Costs or other County resources. The Special Taxes for the Euer Ranch Zones will be billed for any costs associated with these actions.

1. Should the Board approve this request, the Clerk of the Board will have the Resolution recorded upon signature by the Chair.
2. The Clerk of the Board will provide one copy of the recorded Resolution to the Department of Transportation, attention Elizabeth Hess.
