Health and Human Services Agency, Mental Health Division, recommending the Board consider the following:
1) Approve and authorize the Chair to sign Agreement for Services 664-F1411 with Sutter-Yuba Mental Health Services, which is a revenue agreement for services rendered, for the provision of inpatient mental health services, for the term November 13, 2013 through January 13, 2014, with a maximum contractual obligation of $2,600; and
2) Authorize the Chief Administrative Officer, or their designee, to execute further documents relating to Agreement for Services 664-F1411, including amendments which do not increase the maximum dollar amount or term of the Agreement and contingent upon approval by County Counsel and Risk Management.
FUNDING: Revenue Agreement- Sutter-Yuba County Mental Health.

There is no Net County Cost associated with this revenue-generating Agreement. This is a one-time Agreement for Services.
Background
The County of El Dorado operates a Psychiatric Health Facility (PHF) that provides services in accordance with Title 9, California Code of Regulations Section 1810.236 - 1810.237. These services are short-term (averaging 72 hours, up to 30 days) inpatient mental health services primarily provided for those persons who meet the criteria of Welfare and Institutions Code Section 5150.
Sutter-Yuba Mental Health Services operates a PHF for Sutter and Yuba County residents; however, this client was admitted on two separate occasions to the El Dorado County (EDC) PHF. At the time of admission, the Client's Medi-Cal information did not designate a county of origin in the Medi-Cal eligibility system. The Client was in EDC at the time services were required and was admitted to EDC PHF based on need for services on November 13, 2013 through November 18, 2013, and again January 10, 2014 through January 13, 2014, for a total of eight (8) days. At the time of admission, the Client was unable, or unwilling to provide current address information.
EDC PHF staff followed up with CA Department of Health Care Services to verify Client eligibility and the county of origin was Sutter-Yuba. EDC PHF staff contacted Sutter-Yuba Mental Health Services and the Client was transferred to the Sutter-Yuba PHF for further treatment. This single case revenue Agreement was developed through negotiations with Sutter-Yuba and allows Sutter-Yuba to reimburse the EDC for inpatient mental health services provided to this Client. Sutter-Yuba requires a contract as a vehicle to reimburse for services rendered resulting in this retroactive request.
Reason for Recommendation
Approval of this Agreement 664-F1411 will allow for payment of services provided by the PHF to a resident of Sutter-Yuba County.
Disapproval of this Agreement 664-F1411 will not allow the County to be reimbursed for services provided by the PHF.
Clerk of the Board Follow Up Actions
1. Clerk of the Board to obtain Chair's signature on two (2) original Agreements for Services 664-F1411.
2. Clerk of the Board to return one (1) fully executed Agreement to HHSA at 3057 Briw Road, Contracts Unit.
