Background:
On October 21, 2001 Senate Bill 736 was signed into law. Among other provisions, the bill required the Juvenile Justice Coordinating Council (JJCC) to review the Comprehensive Multi-agency Juvenile Justice Plan (CMJJP) annually. The JJCC is scheduled to reconvene on April 12, 2011 for the purpose of reaffirming its support for the CART Program should funds allocated to El Dorado County continue for fiscal year 2011/12.
On March 15, 2011 Counties were notified by CDCR that though there is a degree of uncertainty, CSA is operating under the assumption that funding for the JJCPA program will continue beyond July 1, 2011. CSA estimates that the allocation amount received by each county for Fiscal Year 2011-12 will be similar to the allocation amount received for the FY 2010-11 program, subject to Legislative appropriation.
Reason for Recommendation:
The Probation Department has completed all the necessary steps to submit our annual re-application for funding of the CART Program for FY 2011-12. The program is a proven success and continuation of the program is a key element in efforts to reduce crime and delinquency by at-risk youth.
The Department is required by the Juvenile Court and law (Welfare and Institutions Code ยง 628.1, 654, 725, 727, 741, 777, 778, 790, 840, 841, 1300-1308) to provide services and probation supervision to juvenile offenders. Without the funds provided by the JJCPA, the department would still have to devote probation officers to provide the mandated supervision of juvenile offenders, but on a much less effective basis.
During this past year the CART Program has continued with no change in program goals. The current budget crisis facing the county has resulted in less county funding to supplement JJCPA funding, which resulted in a reduction of two officers in the CART Program, one in South Lake Tahoe, and the other on the West Slope. This reduction resulted in school resource officers no longer being assigned to any schools in the South Lake Tahoe area or schools on the Georgetown Divide on the West Slope. Currently, there is one Supervising Deputy Probation Officer that manages the program and four Deputy Probation Officers (DPO) assigned to supervise juvenile probationers and to act as School Resource Officers at nine El Dorado County High Schools.
The Deputy Probation Officers at each of the campuses have become part of the school campus culture, developing alliances and partnerships with students and their parents, teachers, school administrators, law enforcement, and the community where the schools are located. Additional program activities include sharing information and intelligence with law enforcement, addressing and preventing gang activity, participating in safety planning, and responding to problems and critical incidents. Our schools value the presence of a CART Probation Officer on their respective campuses and are hopeful that the partnership that has occurred over the last ten years continues.
Action to be taken following Board approval:
Board shall receive and file this annual re-application.
Probation Department to submit the annual JJCPA re-application to the State of California by the May 1, 2011 deadline.
