Human Services Department recommending Resolution authorizing the Chairman to sign Amendment 4 to Contract 08F-4910 with the California Department of Community Services and Development, increasing the maximum grant amount from $345,137 to $498,529, reflecting an increase of $153,392, for the term January 1, 2008 through December 31, 2009 for Community Services Block Grant services; and further authorizing the Director of said Department, or his/her successor, to continue to administer Contract 08F-4910 as amended and execute subsequent documents relating to said Contract, including amendments thereto, contingent upon approval by County Counsel and Risk Management, that do not affect the dollar amount or the term, and any subsequent required fiscal and programmatic reports.

Fiscal Impact/Change to Net County Cost: No change.
The $153,392 increase payable by the State to El Dorado County under this Contract has been included in the FY 2009-10 County Budget Request.
Reason for Recommendation:
On January 15, 2008 the Board adopted Resolution No.10-2008 authorizing the execution of Contract 08F-4910 with the California Department of Community Services and Development (CSD) in the amount of $25,670 during the term January 1, 2008 through December 31, 2009. Resolution No. 10-2008 further authorized the Department Director, or successor, to sign subsequent amendment(s) totaling up to $321,442. Amendments 1, 2 and 3 collectively increased the Contract by a total of $319,477 for a new Contract total of $345,147.
The Community Services Block Grant (CSBG) provides the core funding support for the Department's Community Services Division administrative, accounting and direct service functions, as outlined in the 2008/2009 CSBG Community Action Plan, approved by the Board on June 19, 2007. Amendment 4 allocates an additional $153,392 to the CSBG allocation.
Action to be taken following Board approval:
Board Clerk to provide Human Services, Community Services Division, at Briw Road, with three (3) certified resolutions and four (4) copies of Amendment 4 to Contract No. 08F-4910 signed by the Chairman.
Human Services to distribute as appropriate and return one fully executed Contract to the Board Clerk.
