DISCUSSION / BACKGROUND:

The Community Action Council (CAC) in El Dorado County acts as an advisory council to the Board of Supervisors, HHSA’s Community Services Division (CSD), and local Community Action Agencies (CAAs) on issues affecting low-income residents of the County. HHSA CSD is the County department designated to administer CAA programs and activities. The CAC’s mission is to provide education to the community on available resources and develop collaborative solutions to improve the quality of life of low-income residents.

 

CAAs are private non-profit or public organizations that were created by the federal government in 1964 to combat poverty in geographically designated areas. The CAA’s  purpose is to better focus available local, state, private and federal resources to assist low-income individuals and families to acquire useful skills and knowledge, gain access to new opportunities and achieve economic self-sufficiency.

 

In accordance with County’s awarded Community Services Block Grant Program (CSBG) regulations, Title 42 United States Code 9910(b), the County’s CAC is required to have a tri-party board structure made up of elected public officials, private sector community agencies and low-income representation by residents or organizations, to promote the participation of the community in the reduction of poverty. The CAC values the community’s needs and connects individuals with community resources while recognizing the need for a greater change. The council’s mission is to provide education to the community on available resources and develop collaborative solutions to improve the quality of life.

 

The County CAC focuses on public outreach, information sharing, and program review in order to support low-income residents throughout the County gain access to resources, programs, services and opportunities that can help residents achieve self-sufficiency and to acquire useful skills and knowledge that can help them achieve economic self-sufficiency.

 

This agenda item is to provide an update to the Board regarding the CAC’s annual report.

 

ALTERNATIVES:

Should the Board decline to approve this recommendation, the CAC would not provide their presentation to the Board.
