DISCUSSION / BACKGROUND

On January 22, 2024, Child Support Services (CSS) submitted a class request to Human Resources, proposing the deletion of a vacant Child Support Investigator I/II position and the addition of an Office Assistant I/II in its stead. The Child Support Investigator (CSI) position has been vacant for quite some time. Most of the CSI duties-including locating participants, have been absorbed by other positions within our department-namely our Child Support Specialists and Supervisors. Another duty of the Child Support Investigator (CSI) is handling service of process requests.  CSS continues to send the majority of these through the mail. For in-person service of process requests in the field, Child Support Services utilizes a countywide vendor to perform these requests. The department identified a pressing need for assistance in front desk coverage, mail sorting, document scanning, and other routine administrative tasks. Presently, higher-level staff members are temporarily handling these front desk responsibilities to maintain coverage during business hours. Introducing an Office Assistant I/II will alleviate this strain, allowing CSS staff to concentrate on their designated duties within the scope of their classifications.

 

ALTERNATIVES

The Board could decline to adopt and authorize the Chair to sign the attached Personnel Allocation Resolution, thereby retaining the current allocations in Child Support Services.

FINANCIAL IMPACT

The increased savings due to the deletion of the vacant Child Support Investigator I/II and the addition of the Office Assistant I/II is approximately $28,700 annually. This additional savings will increase salary savings in Fiscal Year (FY) 2023-24. Therefore, there is no increased Net County Cost resulting from this Resolution.
