DISCUSSION / BACKGROUND:

The Home Safe Program was established in 2018 to prevent or address homelessness to support the safety and housing stability of individuals involved in Adult Protective Services (APS), individuals in the APS intake process, or those who may be served by a Tribal social services agency and who are experiencing or at risk of homelessness. The Home Safe Program is designed to support the safety and housing stability of vulnerable adults, ages 60 and older or ages 18-59 living with disabilities, particularly those at risk of homelessness who are victims of abuse, neglect, or financial exploitation.

 

Through Agreement 8433, JUMP provides County staff with user access to its LEAPS database application software, a proprietary web-based platform, which is used by HHSA’s APS staff to administer all aspects of the APS Home Safe Program.

 

The retroactive amendment request with JUMP is being made due to the fact that Agreement 8433 was executed prior to the Fiscal Year 2025-26 budget package release for the California Department of Social Services (CDSS) Housing and Homelessness programs, which extended the APS Home Safe funding beyond June 2025. The funding extension and continuation of APS Home Safe requires that the Statio module (JUMP’s database application that APS utilizes to administer all aspects of the APS Home Safe Program) be added into the Agreement for user access to begin retroactively effective July 1, 2025.

 

HHSA recommends the Board approve of this retroactive amendment to ensure that APS staff may utilize the JUMP Statio database, ensuring staff can effectively administer the program without interruption. The vendor has offered that they will permit HHSA APS to maintain use of the application during the contract amendment process.

 

ALTERNATIVES:

Should the Board decline to approve this recommendation, HHSA APS will be unable to utilize the JUMP Statio database as needed for administration of the Home Safe Program, which may result in client services being interrupted.

FINANCIAL IMPACT:

There is no Net County Cost associated with this agenda item. Home Safe Program funds have been included in the HHSA budget for the APS program for Fiscal Year 2025-26 and will be included in future budget requests.
