Department of Human Services recommending the Board approve and authorize the Chair to execute non-standard Agreement for Services 014-S1110 with the County of Placer in an amount not-to-exceed $40,000 for the term July 1, 2010 through June 30, 2012 to provide emergency shelter care services on an "as requested" basis.

Fiscal Impact/Change to Net County Cost: No change.  The Agreement is funded by the Social Services allocation with required County match met primarily with realignment resources.  Funds are budgeted for FY 10-11 and will be budgeted for FY 11-12.
 
Compensation: Payments to service provider are made quarterly in arrears and within thirty (30) days following receipt and approval of itemized invoices identifying services rendered.  Compensation is based upon a State-approved cost methodology for actual emergency shelter placement services performed.  Services and rates are defined on Exhibits A and B to the Agreement.
 
Termination:  This non-standard agreement developed by Placer County includes a provision for either party to terminate without cause with seven (7) days written notice.  (Article 13 C in the subject Agreement) or upon five (5) days written notice if service provider fails to comply with the terms of the Agreement or fails to provide services required.
 
Retroactive Term:   This Agreement was signed by the service provider on June 16, 2010 and received by the DHS June 23, 2010, at which time the Department immediately scheduled this item for the next available Board date.
 
Reason for Recommendation: The Department of Human Services (DHS) is responsible for the administration and provision of Child Welfare Services, which includes the emergency removal of children from an unsafe situation or environment.  Agreement for Services 014-S1110 allows for the provision of emergency shelter care services for County of El Dorado clients on an "as requested" basis by the Placer County Children's Emergency Shelter and Physical and Behavioral Health Center, during the term July 1, 2010 through June 30, 2012.
 
This agreement is submitted for Board approval pursuant to Board of Supervisors Policy C-1 which requires agreements with other counties to be approved by the Board.  
 
Action to be taken following Board approval:
1.  Chair to execute two (2) originals of approved Agreement 014-S1110
2.  Board Clerk to return one (1) original executed Agreement to Human Services at 3057 Briw Road.
3.  Human Services to distribute the document as appropriate
