DISCUSSION / BACKGROUND
The Department of Transportation’s (Transportation) County Service Area Zone of Benefit (ZOB) Program is established as a method to finance and provide needed public facilities and services to residents and property owners within these areas. The following budget transfer is necessary in order to appropriate funds and pay for future road maintenance projects during the remainder of the Fiscal Year (FY) 2022-23.
In order for the Zone to pay for future road maintenance invoices incurred during this budget year, the following budget amendments are needed:
Budgeted appropriations need to be increased in Road Maintenance & Construction by $3,000 and Special District Maintenance (Administrative Charges) in the amount of $3,000 for the Gilmore Vista Zone of Benefit Org, offset by a decrease to Appropriation for Contingency in the amount of $6,000.
ALTERNATIVES
The Board could choose not to transfer the available funds from the Gilmore Vista Zone of Benefit budget; however, this would result in contractors not receiving timely payment for work and alternative methods to fund road work and administrative costs would need to be identified.

FINANCIAL IMPACT
There is no change to Net County Cost associated with this item. The funds to be transferred are within the Zone’s existing Contingency funds.

The Clerk of the Board will obtain the Chair’s signature on the original budget transfer and will forward the budget transfer to the Auditor/Controller for processing.
