Background
Pursuant to Public Resources Code Section 14581(a)(4)(A) of the California Beverage Container Recycling and Litter Reduction Act, CalRecycle is distributing funds to eligible cities and counties specifically for beverage container recycling and litter cleanup activities.  Some of the activities include: public education promoting beverage container recycling; litter prevention and cleanup where the waste stream includes beverage containers that will be recycled; cooperative regional efforts among two or more cities and counties; and other beverage container recycling programs.
 
Each county is eligible to receive a minimum of $10,000 or an amount calculated by CalRecycle on a per capita basis, whichever is greater. The per capita calculation is based upon the population as of January 1, 2013, in the incorporated areas of a city, city and county, or the unincorporated area of a county.
 
The Community Development Agency, Environmental Management Division (CDA/EMD) submitted a Funding Request to CalRecycle in the amounts of $39,265 and $5,000 for the County and City of Placerville, respectively, for activities relating to beverage container recycling or litter reduction for the County and City (Attachment A).
 
Notification was received from CalRecycle that the Funding Request was recommended for payment in the amounts of $39,767 for the County and $5,000 for the City of Placerville.  The Placerville City Manager provided authorization via email to CDA/EMD to manage and administer their grant funds in the amount of $5,000 for the purchase of recycling bins.
 
Reason for Recommendation
CDA/EMD is requesting the Board accept these grant funds to purchase a variety of recycling bins for public use to be placed at El Dorado County (EDC) schools, parks, County facilities, EDC Office of Education, and within the City of Placerville.  A portion of the funds will be used for continuing education.
 
In accordance with Board of Supervisors Policy A-6, the Board is the sole authority for accepting grant awards and approving grant agreements.  After acceptance of a grant award and approval of the grant agreement, the Board may delegate authority to the CDA Director or designee to execute all documents, including, but not limited to, the grant funding agreement, amendments, requests for payment, reports, and all associated documents necessary to secure grant funds and implement the approved grant project.
 
Action to be taken following Board approval
Upon Board acceptance of  the Grant Payment Program, authorize the CDA Director or designee authority to execute all associated documents and reports necessary to implement the CalRecycle City/County FY 2013/14 Grant Payment Program.
