Parks, a division of the Chief Administrative Office, recommending the Board:
1) Provide conceptual approval, pursuant to Board Policy A-3, to repeal County Ordinance Code 3848, Article X entitled Parks and Recreation Commission, Sections 2.20.660 et. seq.; and
2) Direct staff to return to the Board on October 28, 2025, with a resolution to replace the ordinance establishing the Parks and Recreation Commission, bylaws to govern the Commission, and the Introduction (First Reading) of the Ordinance for Board consideration.

DISCUSSION / BACKGROUND
The Parks and Recreation Commission Ordinance Code 3848 was adopted by the Board of Supervisors in 1988 to recognize the importance of recreation for the physical and mental health of both the residents of, and visitors to, El Dorado County. The Parks and Recreation Commission was established with the purpose of overseeing the development and maintenance of recreational opportunities within its borders.
On April 11, 2017 (Legistar file 17-0202 V2), the Board approved the First Reading of Ordinance 5051 amending various titles including Title 2 pertaining to an amendment to Chapter 2.20, Section 2.20.730, entitled “Powers and Duties”, to change “Parks and Recreation Director” to “Parks Manager”; and amendments to Section 2.20.750 to change “Director of Parks and Recreation” to “Parks Manager” and “Community Development Department Director” to “Chief Administrative Officer”. On April 18, 2017 (Legistar file 17-0202 V3), the Board approved the Final Passage of Ordinance 5051.
In 2025, the template for the Annual Committee and Commission presentations to the Board includes a review of the Committee/Commission governing documents. On January 16, 2025 (Legistar file 25-0143), the Parks and Recreation Commission reviewed and discussed Ordinance Code 3848, Article X entitled Parks and Recreation Commission, including the following Sections:

- Sec. 2.20.670 Appointment,
- Sec. 2.20.680 Terms office,
- Sec. 2.20.690 Officers,
- Sec. 2.20.700 Meetings,
- Sec. 2.20.710 Quorum
- Sec. 2.20.720 Lapse of membership,
- Sec. 2.20.730 Powers and duties
- Sec. 20.740 Citizens’ committees, and
- Sec. 2.20.750 Parks Manager duties.
On May 21, 2025 (Legistar file 25-0957), and June 19, 2025 (Legistar file 25-1090), the Parks and Recreation Commission (PRC) discussed repealing Article X, Sections 2.20.660 through 2.20.750, to replace the ordinance with a resolution establishing the Parks and Recreation Commission and bylaws to govern the Commission. Pursuant to Board Policy A-3, repealing an ordinance requires using the same process used in the initial adoption or subsequent amendment and shall be in accordance with State Law.
With the Board’s approval, Parks and Trails Division staff will return to the Board with an Ordinance to repeal Article X, Sections 2.20.660 through 2.20.750, a Resolution to establish the Parks and Recreation Commission, and governing bylaws for the Board’s consideration (first and final readings).
ALTERNATIVES
The Board may choose not to provide conceptually approval and direct staff and PRC to take other action.
