Sheriff and Auditor-Controller recommending the Board adopt and authorize the Chair to sign Resolution 071-2016 authorizing the California Department of Motor Vehicles to re-instate the collection of a $1 Fingerprint Identification Fee on vehicle registrations from El Dorado County residents to fund programs that enhance the capacity of local law enforcement to provide automated mobile and fixed location fingerprint identification of individuals who may be involved in driving under the influence of alcohol or drugs or vehicular manslaughter, or any combination of those and other vehicle-related crimes while operating a motor vehicle.

DEPARTMENT RECOMMENDATION
Sheriff and Auditor-Controller recommend signing the Resolution to direct the DMV to re-instate the collection of a $1 Vehicle License Fee (VLF) from El Dorado County residents for use in programs to enhance vehicle-related law enforcement efforts.
DISCUSSION / BACKGROUND
On February 5, 2013, the Board adopted Resolution 010-2013 authorizing the DMV to suspend the collection of a $1 per vehicle registration fee on El Dorado County residents until further notice. This action was taken due to a surplus of funds in the Special Revenue account that exceeded costs for the operation of the fingerprinting program.
Since the suspension of the revenue collection in 2013, the funds in the Special Revenue account have been nearly depleted. Reinstatement of the $1 VLF fee will provide revenue to offset current fingerprinting program costs. If the fee is not re-instated, the Sheriff will require additional general fund support to continue to provide the current level of service.
At the October 19, 2015, California Identification Remote Access Network (CAL-ID RAN) Board meeting, the board voted unanimously to re-instate the collection of the $1 Fingerprint Identification Fee. A Board resolution is required to authorize the DMV to resume collecting the $1 Fee.
ALTERNATIVES
If the fee is not re-authorized, the Sheriff will either have to curtail the programs or request additional general fund support.

FINANCIAL IMPACT
No change to Net County Cost. Revenue will be collected by the DMV and remitted to the Auditor’s Office to be deposited in the Special Revenue Account.
