Title

Chief Administrative Office recommending the Board adopt Board Policy A-16, Proclamation Policy, establishing a uniform administrative policy related to the issuance of proclamations by the Board of Supervisors.

DISCUSSION / BACKGROUND

On July 18, 2023, the Board discussed the need of a policy regarding proclamations brought forth at Board meetings.  At that time there was no Board policy on proclamations.

 

On August 29, 2023, with Legistar Item 23-1476, CAO staff received direction from the Board on potential content for the policy.  The direction received provided a foundation for the policy brought forth with this item.

 

CAO staff conducted a review of other local jurisdictions’ policies on proclamations.  Using this research along with the direction from the Board, staff drafted the policy being presented today for adoption.  Policy details are outlined below:

 

a.                     The following holidays and/or specific months, weeks, or days that hold local, statewide, or national significance will be recognized annually by the Board Chair:

1.                     Bill of Rights Day

2.                     Deputy Brian “Ish” Ishmael Day

3.                     El Dorado County Fair Week

4.                     Lest We Forget Day (9/11 Remembrance)

5.                     Memorial Day

6.                     Veterans Day

b.                     Educational or informative proclamations about County programs and/or services may be requested by a Board Member or County department; however, they must be sponsored by two Board Members.

c.                     Proclamations recognizing individuals are meant for extraordinary individuals that have made significant contribution to or sacrifices for El Dorado County and must be sponsored by two Board Members.

d.                     No proclamations that are primarily address religious matters will be permitted as such matters are beyond the jurisdiction of the Board of Supervisors.

e.                     Any proclamations approved by the Board that do not meet the criteria set forth in this policy prior to adoption are deemed rescinded as of the date of adoption of the policy.

f.                     Proclamations will be placed on the Consent Calendar unless they carry particular significance, such as Deputy Brian “Ish” Ishmael Day, which can be placed on the agenda as a Department Matter and read by the Chair.

 

ALTERNATIVES

The Board may direct amendments to the proposed policy or opt not to adopt the policy.
