DISCUSSION / BACKGROUND

Streets and Highway Code Section 2121 mandates that in May of each year, the County submit to CalTrans any additions or exclusions from its mileage of maintained county highways, specifying the terminus and mileage of each route added or excluded from its county-maintained roads. The Department of Transportation, Maintenance and Operations Division requests the Board of Supervisors accept the 2025 revisions to the County of El Dorado Maintained Mileage System.

 

The improved portion of Beatty Drive was accepted by the Board of Supervisors and adds an additional 0.19 mile of roadway during 2025. However, there was a reduction in maintained miles in South Lake Tahoe, due to being annexed to the City of South Lake Tahoe, totaling 0.67 mile (Sierra Avenue 0.03, Lodi Avenue 0.03, Martin Avenue 0.16, Barbara Avenue 0.45) making the overall change to the total County maintained mileage by -0.48 mile, bringing the new total to 1085.92 (see Attachment C). There are no other changes to mileage.

 

ALTERNATIVES

Without the Board's approval of this Resolution, the update would not be accepted by the State and would adversely affect future State funding. Additionally, the County would not meet the requirements of Streets and Highway Code Section 2121, which mandates submission of changes to the County system in May of each year.

FINANCIAL IMPACT

There is no direct financial impact to the General Fund related to this action. Updating the County's system ensures that funding allocation distributed on a mileage basis is accurate and garners revenues to the fullest extent allowed.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk of the Board will obtain the Chair's signature on one (1) original Resolution.

2) The Clerk of the Board will forward one (1) certified copy of the fully executed Resolution to Ashley Johnson, Department of Transportation, Maintenance and Operations Division.
