DISCUSSION / BACKGROUND

On May 14, 2026 (Legistar file 26-0785), the Planning Commission held a public hearing to consider a request for Serrano Village M5 subdivision on property identified by Assessor’s Parcel Number 123-020-023 (8.42 acres), in the El Dorado Hills area. The Planning Commission approved TM25-0003/PD25-0005 with a vote of four (4) ayes and one (1) no.

Following the Planning Commission’s action, three (3) appeal applications were timely submitted, appealing the approved project to the Board of Supervisors. A hearing on the appeals was scheduled for June 16, 2026. Staff provided its analysis and conclusions in the original Staff Memo (Attachment D).

On June 16, 2026 (Legistar File 26-0960, Version 1), the Board considered the appeals and received public testimony. The Board voted to continue the hearing to no later than September 29, 2026, to allow staff and the applicant to complete a supplemental traffic engineering analysis. The Board also directed staff to follow up with the El Dorado Hills Community Services District (EDHCSD) regarding its efforts to develop a park in Village J, Lot H.

Staff returns today with a Continued Appeals Memo (Attachment 2A) summarizing the results of the provided supplemental traffic engineering analysis (Attachment 2B) and a letter from the EDHCSD describing their efforts toward development of a park in Village J, Lot H (Attachment 2E). This information is provided to support the Board’s continued review of the appeals and to assist in determining whether any modifications to the project or the Revised Conditions of Approval (Attachment 2D) are warranted. Staff is prepared to present these materials, respond to questions, and receive direction from the Board on next steps.

ALTERNATIVES

Reverse the Planning Commission’s approval of Tentative Subdivision Map/Planned Development Permit TM25-0003/PD25-0005/Serrano Village M5 subdivision (approve one [1] or more of the three [3] appeals TM-A26-0001, TM-A26-0002, and/or TM-A26-0003) with Findings of Denial based upon the Board of Supervisors direction.

FINANCIAL IMPACT

An appeal fee of $450 has been collected for each appeal, TM-A26-0001, TM-A26-0002, TM-A26-0003; however, staff costs associated with this appeal exceed the collected fees. Approval of the project would allow for construction of 10 single-unit residential dwelling units, resulting in additional property tax revenue for the County.
