Title: Community Development Agency, Transportation Division, recommending the Board consider the following for the Blair Road at EID Canal Replacement Project CIP #77119: 1) Approve and authorize the Chair to sign the Easement Acquisition Agreement for Public Purposes to acquire the necessary easements from APN #101-030-48 with title held under Pamela Harris, Successor Trustee of the Harris Family Trust Dated July 24, 1995; 2) Authorize the Community Development Agency Director, or designee, to execute the escrow instructions and any other related escrow documents pertaining to the transaction, including payment of title and escrow fees; and 3) Authorize the Community Development Agency Director, or designee, to extend the date of closure of escrow upon mutual agreement of both parties. Fiscal Impact/Change to Net County Cost
The cost of the easements are $500.00.  The cost for the title and escrow fees are estimated at $2,500.00.  Funding for Right-of-Way acquisition is budgeted in the Capital Improvement Program and will be provided by a combination of Highway Bridge Program, Traffic Impact Mitigation (TIM) Fees and Regional Surface Transportation Program Exchange Funds.   
 
Background
The Blair Road at EID Canal Bridge Replacement Project (Project) is located in the community of Pollock Pines. The existing single-lane bridge is functionally obsolete and does not meet current traffic needs due to its narrow width. The new bridge is proposed to be two lanes in order to meet current design standards. The approaches to the new bridge will be widened along with improvements to the drainage ways along Blair Road. Construction is anticipated to begin in 2016.
 
The Board of Supervisors approved the CEQA document, a Mitigated Negative Declaration, on 7/15/2014 and adopted the project.
 
Reason for Recommendation
Transportation recommends that the Board sign the Easement Acquisition Agreement for Public Purposes for the Blair Bridge at EID Canal Replacement Project CIP#77119.  These Easements are necessary to construct the project.
 
Clerk of the Board Follow Up Actions
1) The Clerk of the Board will obtain the Chair's signature on the two (2) copies of the Easement Acquisition Agreements and the Certificates of Acceptance for the three (3) Grant of Easement Deeds.
2) The Clerk of the Board will return one (1) copy of the fully executed original agreement to Transportation for final processing.
3) The Clerk of the Board will return the Certificates of Acceptance and the executed Grant documents to Transportation for final processing.
