Facilities, a division of the Chief Administrative Office, recommending the Board:
1) Make findings pursuant to Article II, Section 210b(6) of the El Dorado County Charter that the ongoing aggregate of architectural and engineering work as related to the El Dorado County Navigation Center is not sufficient to warrant the addition of permanent staff;
2) Authorize the Purchasing Agent to sign Agreement for Services 9590 with Lionakis, a competitively qualified firm, for a total compensation amount not to exceed $169,485, and a term of two years, to provide architectural and engineering services related to the El Dorado County Navigation Center; and
3) Authorize the Purchasing Agent to execute any necessary amendments relating to Agreement for Services 9590, excluding term extensions and increases to the total compensation amount, contingent upon approval by County Counsel and Risk Management.
FUNDING: 42% Homeless Housing Assistance Program State funding, 23% Permanent Local Housing Assistance State Funding, 35% General Fund from American Rescue Plan Act Lost Revenue and Shingle Springs Band of Miwok Indians funding.

DISCUSSION / BACKGROUND
On April 19, 2022 (Legistar file 22-0630), the Board adopted Resolution 061-2022 declaring a shelter crisis in the County. On September 20, 2022 (Legistar file 22-1693), the Board decided to utilize the dormant juvenile hall located at 299 Fair Lane as a temporary navigation center until a permanent one could be constructed.
On June 6, 2023 (Legistar file 23-0478), the Board approved Agreement for Services 7527 with Vanir Construction Inc., for a compensation amount not to exceed $227,022, and a term of two years, for the development of criteria documents for the permanent navigation center. Vanir completed a portion of the of agreement and developed a pre-conceptual site plan for a facility at 300 Fair Lane. During this conceptual development phase Health and Human Services Agency (HHSA) staff and the Sheriff's Office determined that the build of the permanent navigation center with transitional family housing units would be better suited at 300 Forni Road, adjacent to the Placerville Jail.
On April 23, 2024 (Legistar file 24-0726), the recommended plan for the new site was presented to the Board of Supervisors. As a result of the item, the Board directed staff to explore a permanent navigation center with stand-alone transitional family housing units at 300 Forni Road, an approximately one-acre site adjacent to the Placerville Jail.
On November 12, 2024 (Legistar file 24-1396), the Board approved Amendment I to Vanir Agreement 7527 to adjust the scope of work for the new location, increase the compensation, and extend the term. However, before work could commence, staff determined a new architectural firm would be in the best interests of the County. The Vanir agreement has since been terminated.
On August 22, 2023, Lionakis was formally approved for consulting services, including Category A - Architect and Category E- Engineering: Structural, as the result of competitive Request for Qualifications (RFQ) 23-918-072. The Facilities Division has determined that this firm is best suited to provide the required expertise and value for this project at this site. Under this agreement, the consultant is providing a Conceptual Design Package and Cost Estimates for the construction of a new Navigation Center at 300 Forni Road. The project will include some or all of the following programming spaces: Congregate housing for unhoused members of the community, Stand-alone Family Transitional Units, Lobby/Security, Welcome Center, Community Center/Day Room, Kitchen and Dining Room, Staff Offices, Meeting Rooms, Residential Dormitory, Restrooms, Showers, Laundry, and Storage.
The Division requests the Board authorize the Purchasing Agent to sign Agreement for Services 9590 with Lionakis for a total compensation amount not to exceed $169,485, and a term of two years. The Division further recommends the Board make findings pursuant to Article II, Section 210b(6) of the El Dorado County Charter that the ongoing aggregate of the work performed under this Agreement is not sufficient to warrant the addition of permanent staff. The contract is short term and shall terminate upon project completion.
ALTERNATIVES
Architectural services are a required element of a project of this magnitude. The Division could solicit a different consultant from its RFQ list but that will cause project delay and potentially increase the costs.

Legistar file 24-0940 - May 21, 2024 - The Board directed staff to develop a permanent navigation center with stand-alone transitional housing units at 300 Forni Road and pause all progress on developing a permanent navigation center at 300 Fair Lane. The Board also found that the proposed navigation center projects are statutorily exempt from CEQA review pursuant to Government Code section 65660(b).
Legistar file 24-1396 - November 12, 2024 - The Board approved Amendment I to Agreement 7527 with Vanir Construction Management Inc., authorizing a change in the scope of work to adjust for the new site, increasing the compensation amount to $336,696, and extending the expiration date to December 31, 2026.

FINANCIAL IMPACT
$3,900,000 has been included in the Accumulative Capital Outlay (ACO) budget for the Navigation Center. This number is an estimate. Actual costs will not be known until further design work is done and estimates are received. The funding for the conceptual design and cost estimate is part of the overall $3,900,000 budget.
