Title
Health and Human Services Agency, Mental Health Division, recommending the Board consider the following:
1) Approve and authorize the Chair to sign Agreement for Services 101-S1411 with St. Helena Hospital, a 181 bed community hospital located in St. Helena, California, for the provision of inpatient acute mental health treatment with access to necessary medical care, with a term effective upon execution that remains in effect until terminated by one of the parties, and a maximum obligation of $200,000 per fiscal year; and
2) Authorize the Purchasing Agent to execute further documents relating to the above noted Agreement, including amendments that do not affect the maximum dollar amount or the term, contingent upon approval by County Counsel and Risk Management.

Fiscal Impact/Change to Net County Cost
There is no Net County Cost associated with this Agreement. Sufficient appropriations are included in the FY 2013-14 Budget, and will be included in future budgets for the term of the Agreement. If changes in funding occur in future fiscal years, the amount of the Agreement will be adjusted appropriately.
Background
Welfare and Institutions (W&I) Code Section 5897 directs the State to implement the mental health services defined in the W&I Code Section 5800 (Adult and Older Adult Mental Health System of Care Act), Section 5840 (Prevention and Early Intervention Programs), and Section 5850 (The Children's Mental Health Services Act) through contracts with county mental health programs or with counties acting jointly.
The Health and Human Services Agency (HHSA), on behalf of the County, contracts with the State to serve as the Mental Health Plan (MHP) for the County. HHSA, as the MHP, contracts with as many inpatient psychiatric hospital facilities as possible, to ensure availability of inpatient services on an "as needed" basis, in accordance with Title 9, California Code of Regulations Sections 1700-1799.
St. Helena Hospital Napa Valley is a 181-bed community hospital offering the latest in medical and diagnostic services, providing the flexibility of health services that might not be available at the St Helena Behavioral Health Center in Vallejo. The vendor requires a separate contract for each facility that provides services. HHSA requires contracts with both facilities in order to meet the diverse clinical needs of our clients.
Reason for Recommendation
St. Helena operates both a hospital and a Behavioral Health Center, offering varying levels of care at each of the two facilities; therefore, the County contracts with both facilities to ensure availability of all service levels. Failure to approve this Agreement would limit the County's access to services and diminish the County's ability to provide services required of the MHP.
Agreement for Services 101-S1411 with St. Helena Hospital renews annually until terminated by one of the parties in accordance with the terms and conditions. This Agreement provides access to inpatient mental health treatment and services on an ongoing basis, thereby ensuring continued compliance with various legal mandates.

2. Clerk of the Board to return one (1) fully executed Agreement for Services 101-S1411 to HHSA at 3057 Briw Road.
